NOTICE OF FINAL <br />MITIGATED DETERMINATION OF NON -SIGNIFICANCE <br />SEPA #10-006 <br />WinCo Foods <br />March 25, 2010 <br />Description of Proposal: WinCo Foods proposes to redevelop the existing HomeBase <br />site located at the northwest corner of 100"' and 19"' SE. The building will be remodeled <br />in the following ways, n loading area of approximately 2,974 square feet will be added to <br />the rear of the building, the drive-thru loading area will be removed and the garden center <br />structures will be removed. Parking will be added to the southern portion of the site, the <br />front driveway along the east fare of the building will be reconfigured with new <br />landscape islands and ADA parking stalls. The southern driveway to 19"' Avenue SE will <br />be closed. The parking will he reconfigured in the northeast portion of the site to <br />accommodate the revised driveways. Project improvements include constructing <br />parking, paving, water modifications, sewer modifications including installation of a <br />grease interceptor, relocation of the existing on -site stormwater detention, lighting, <br />signage and other infrastructure improvements for the retail development center. This <br />project will likely include re -grading of approximately 5,000 cubic yards cf materials <br />on -site. Material may be hauled off -site and replaced if not suitable for reuse. <br />Landscaping will be installed in all on -site areas as shown on the landscape plan dated <br />February 25, 2010. One or two freestanding pylon signs plus building signs are proposed <br />for this development.
