AGENCIES WITH JURISDICTION <br />Washington State Department of Ecology <br />MITIGATION OF ADVERSE IMPACTS BY SEPA <br />Any grading/fill on this site shall be done so as to not impact the surrounding properties. <br />(SEPA Earth, Land and Shoreline Use Policies.) <br />2. Prior to issuance of any permits, the applicant must pay a mitigation fee of $531,900 per <br />the Interim Traffic Mitigation Ordinance No. 1670-89, as amended. (SEPA Transportation <br />Policies) <br />3. 19'" Avenue SE is designated as a "Gateway" corridor in the city's General Plan. Th= <br />General Plan states, `Because Everett wants to develop and promote an attractive image, <br />all entry corridors into the City should be designated as "Gateways" and standards should <br />be applied to developments along such "Gateways" relating to building design, <br />landscaping, signage, outdoor storage and other aesthetic considerations that will serve to <br />upgrade Everett's image." To meet the intent of the policy, landscaping in excess of Type <br />III must be provided along 19" Avenue SE. (Two recent projects that meet the City's <br />gateway policies are the Boeing Credit Union site on Evergreen Way and Costco on 19'h <br />Avenue SE.) (SEPA Land and Shoreline Use Policies.) <br />The lead agency for this proposal has determined that it does not have a probable significant <br />adverse impact on the environment. An Environmental Impact Statement is not required under <br />RCW 43.21C.030(2)(c). This determination assumes compliance with State law and City <br />ordinances related to general environmental protection including but not limited to right-of-way <br />improvement requirements, drainage, etc. This decision was made after review of a completed <br />environmental checklist and other information on file with the lead agency. This information is <br />available to the public on request.
