• 1 ORDINANCE NO. 2 3 AN ORDINANCE regulating sewage disposal sys- 4 tems and specifying permits For such systems and repealing Sections 1 to 14 of Ordinance 5 No. 3192 (E .C.C. Chapter 10 . 56) 6 7 THE CITY OF EVERETT DOES ORDAIN: 8 Section 1. General Regulations . 9 Notwithstanding provisions to the contrary, permits author- 10 ized by this ordinance shall be issued on the following conditions : 11 (a) The City Engineer certifying that the premise is not 12 required to be connected to the public sewers as speci- fied in the City Code of the City of Everett. 13 14 (b) When a public sewer becomes available, the permit holder is authorized to maintain the sewage disposal system authorized herein for a period not to exceed two 15 (2) years, if the maintenance of the sewage disposal 16 system is not in conflict with the provision herein or the other ordinances of the City of Everett. 17 (c) Sewage disposal system is authorized on any building 18 lot of the City of Everett as long as no public sewer is available and construction design standards are complied 19 with and satisfactory evidence is furnished that said pro- perty percolates. 20 21 Section 2. Permit-- Certificate of Competency--. Approval requirements 22 It shall be unlawful for any person, firm or corporation to: 23 24 (a) Construct, install or alter a sewage disposal system unless a permit has been issued therefor by the Snohomish Health District health authority having jurisdiction over 25 the matter; or 26 (b) To design, construct, install or alter a sewage dis- posal system unless in possession of such current, valid 27 certificate of competency as is required by the Snohomish Health District; or 28 29 (c) To cause or permit sewage to be carried through such sewage disposal system until final approval for use of such system has been granted by the Snohomish Health 30 District. 31 32
