Discharge requiring purification treatment. <br /> 1 It shall be unlawful to maintain any sewage disposal system <br /> or sanitary drainage system in a manner which shall permit <br /> 2 sewage to be directly or indirectly discharged upon the sur- <br /> face of the ground or into any waters of the State of Wash- <br /> 3 ington unless the contents of said system have been subject <br /> to approved purification and bactericidal treatment. <br /> 4 <br /> Section 4 . Maintenance of Disposal System. <br /> 5 <br /> 6 It shall be the duty of all owners and occupants of premises <br /> using disposal systems to at all times maintain the same in <br /> 7 such a manner as to protect the public health and welfare; <br /> and in event a disposal system fails to function properly <br /> 8 although constructed in accordance with this chapter, the <br /> same shall be forthwith reconstructed in order to place the <br /> 9 same in a sanitary condition. <br /> 10 Section 5 . Definitions. <br /> 11 (1) Sanitary drainage system. The piping which conveys <br /> 12 sewage from plumbing fixtures to a private sewage disposal <br /> system. <br /> 13 (2) Sewage. Any liquid borne waste from the ordinary liv- <br /> ing processes, or liquid borne waste which contains animal <br /> 14 or vegetable matter in suspension or solution, or liquid or <br /> liquid borne waste which may contain a chemical in solution, <br /> 15 and which may be lawfully discharged into a public sanitary <br /> sewer or private sewage disposal system. <br /> 16 <br /> (3) Sewage disposal system. Sanitary drainage systems , <br /> 17 septic tanks, grease traps, leaching pits, surface and sub- <br /> surface leaching filter bids, and appurtenances; or other <br /> 18 approved facilities for the disposal of sewage by means other <br /> than through a public sewer. <br /> 19 <br /> 20 Section 6. Noncompliance - Violation. <br /> 21 Any person, firm or corporation who shall violate or fail to <br /> comply with any provision of this ordinance, or who shall <br /> 22 counsel, aid or abet such violation or failure to comply <br /> shall be subject to a fine up to $500 or imprisonment to six <br /> 23 (6) months or both such fine and imprisonment. <br /> 24 Section 7 . Non compliance - Nuisance. <br /> 25 Compliance with the terms and conditions of this ordinance <br /> shall constitute minimum health sanitation and safety pro- <br /> 26 visions and material; noncompliance with said terms and con- <br /> ditions shall constitute a public nuisance and be subject to <br /> 27 all criminal civil and egiitable remedies as such. <br /> 28 <br /> 29 <br /> 30 <br /> 31 <br /> 32 <br />
