purpose of dismantling or breaking up the same into parts
<br /> shall keep an accurate account of all such motor vehicles
<br /> handled, traded, purchased or sold, together with the engine
<br /> number or the identification mark on such motor vehicle, the
<br /> name and address of the person or persons , firm, corporation
<br /> or other organization selling the same or buying the same ,
<br /> and such books of account shall at all times be kept open
<br /> to the inspection of the Police Department of the City of
<br /> Everett; provided, that dealers in new motor vehicles who
<br /> take used motor vehicles in exchange shall not be required to
<br /> keep such records of sales .
<br /> CHAPTER 9 - HAWKERS, PEDDLERS AND SOLICITORS
<br /> Section 1. License Required.
<br /> It shall be unlawful for any person to engage in the busi-
<br /> ness of peddler, solicitor or canvasser as defined herein
<br /> within the corporate limits of the city without first ob-
<br /> taining a license and permit therefor as provided herein.
<br /> Section 2 . Definitions .
<br /> A. The word PERSON as used herein shall include the singu-
<br /> lar and the plural and shall also mean and include any per-
<br /> son, firm or corporation, association, club, co-partnership
<br /> or society, or any other organization.
<br /> B. The word PEDDLER as used herein shall include any per-
<br /> son, whether a resident of Everett or not, traveling by
<br /> foot, wagon, automotive vehicle, or any other type of con-
<br /> veyance, from place to place, from house to house, or from
<br /> street to street, carrying, conveying or transporting goods ,
<br /> wares , merchandise, meats , fish, vegetables , fruits , gar-
<br /> den truck, farm products or provisions , offering and ex-
<br /> posing the same for sale, or making sales and delivering
<br /> articles to purchasers , or who, without traveling from
<br /> place to place, shall sell or offer the same for sale,
<br /> from a wagon, automotive vehicle, railroad car, or other
<br /> vehicle or conveyance, and further provided that one who
<br /> solicits orders and as a separate transaction makes deliv-
<br /> eries to purchasers as a part of the scheme or design to
<br /> evade the provisions of this chapter shall be deemed a
<br /> peddler subject to the provisions of this chapter. The
<br /> word "peddler" shall include the words "hawker" and "huck-
<br /> ster. "
<br /> The term PEDDLER shall not include any person selling
<br /> farm products produced and/or manufactured by him as pro-
<br /> vided by RCW 36 . 71.090 , and no license shall be required
<br /> of such person.
<br /> C. A canvasser or solicitor is defined as any individual ,
<br /> whether resident of Everett, or not, traveling either by
<br /> foot, wagon, automobile, motor truck, or any other type
<br /> of conveyance, from place to place, from house to house,
<br /> or from street to street, taking or attempting to take
<br /> orders for sale of goods , wares and merchandise, personal
<br /> property of any nature whatsoever for future delivery, or
<br /> for services to be furnished or performed in the future,
<br /> whether for compensation or without compensation, whether
<br /> or not such individual has , carries or exposes for sale a
