as hereinafter set forth, and who conduct such peddling or who distribute goods , wares or merchandise through the exclusive use of local members of their respective organizations , whose members conducting such peddling or distribution are local residents or reside within the corporate limits of the city. Section 7 . Permit--Permanent Location. No peddler shall have any exclusive right to any location in the public streets , nor shall any be permitted a sta- tionary location except on special permit, nor shall he be permitted to operate in any congested area where his operations might impede or inconvenience the public. For the purpose of this ordinance, the judgment of a police officer, exercised in good faith, shall be deemed conclusive as to whether the area is congested or the public impeded or inconvenienced. Section 8 . Sound Devices Prohibited. No peddler, nor any person in his behalf, shall shout, make any cryout, blow a horn, ring a bell or use any sound device, including any loudspeaking radio or sound amplifying system upon any of the streets, alleys , parks or other public places of said city or upon any private premises in the said city where sound of sufficient volume is emitted or produced therefrom to be capable of being plainly heard upon the streets , avenues , alleys , parks , or other public places, for the purpose of attracting atten- tion to any goods , wares or merchandise which such licensee proposes to sell. Section 9 . Grounds For Suspension or Revocation of License Additional to General Provisions . In addition to the ground specified in the general licens- ing provisions , the City Clerk may revoke or suspend li- censes specified herein on the following grounds : A. Fraud, misrepresentation, or false statement made in the course of carrying on his business as peddler. B. Conducting the business of peddling in an unlawful manner or in such a manner as to constitute a breach of the peace or to constitute a menace to the health, safety, or general welfare of the public. CHAPTER 10 - BULK SALES Section 1 Bulk Sales Etc.--License Required: No person shall advertise, represent or hold out that any sale of goods , wares and merchandise in an insurance, bankruptcy, mortgage, insolvent, assignee ' s , executor' s , ad- ministrator' s , receiver's, trustee' s , removal or closing out sale or a sale of goods , wares and merchandise damaged by fire, smoke, water or otherwise, in the City of Everett, unless he shall have first obtained a license to conduct such a sale from the Clerk of the City of Everett.
