CHAPTER 13 - BILL POSTING AND ADVERTISING <br /> Section 1 <br /> Bill Posting--License--Required: It shall be unlawful for <br /> any person to exercise, carry on or engage in the occupation <br /> of Bill Posting in the City of Everett without having ob- <br /> tained from the City of Everett a license so to do to be <br /> known as a "Bill Poster' s License" , provided that no license <br /> shall be required of any person advertising any business , <br /> trade or occupation carried on or conducted in any building <br /> or structure and which advertising is intended and designa- <br /> ted to give publicity to the business , trade or occupation <br /> carried on or conducted within the building or structure to <br /> or from which such advertising is attached or displayed. <br /> Section 2 <br /> Definitions : Any person who shall maintain, post, affix, <br /> paste, paint, print, write, project or in any other manner <br /> put advertising matter on any bill board, bulletin board, <br /> sign board, electric or illuminated sign, frame work, fence , <br /> building, or structure, maintained or used for advertising <br /> purposes shall be declared to be a Bill Poster, within the <br /> meaning of this chapter. <br /> Section 3 <br /> Bill Posting--License--Fee : Every Bill Poster shall pay an <br /> annual license fee computed as follows : <br /> Every Bill Poster doing a gross business within the City of <br /> Everett of not more than $2 , 000 . 00 per year shall pay a <br /> license fee of $10 . 00 . <br /> Every Bill Poster doing a gross business of not less than <br /> $2 ,000. 00 nor more than $5 , 000 . 00 per year shall pay a license <br /> fee of $25 . 00 . <br /> Every Bill Poster doing a gross business of less than $5 ,000. 00 <br /> per year shall file with the City Clerk on January 1st and <br /> July 1st of each year, a statement showing the gross amount <br /> of bill posting business done by it in the City of Everett <br /> during the preceding six month' s period. <br /> Every Bill Poster doing a gross business of over 55 ,000 .00 <br /> annually shall pay a flat license fee of $100. 00 and in addi- <br /> tion thereto shall pay an amount equal to one-half of one (1) <br /> per cent of that part of his gross income derived from his <br /> business over $5 , 000 . 00 , which percentage of gross income shall <br /> be determined quarterly, March 31st, June 30th, September 30th <br /> and December 31st, and shall be payable within fifteen (15) <br /> days after the termination of each such quarter. A statement <br /> showing such gross income for each three month' s period shall <br /> be filed with the City Clerk of Everett by such Bill Poster on <br /> the dates mentioned. <br /> Every Bill Poster shall , however, before he shall engage in <br /> any bill posting in the City of Everett, have paid into the <br /> City Treasury of said City, a license fee of at least $10 . 00 <br /> and received a Bill Poster' s License from the City Clerk. <br />
