• <br /> CHAPTER 17 - FOR-HIRE VEHICLES BUSINESS <br /> Section 1 <br /> License Required. It shall be unlawful to operate any <br /> motor vehicle for hire, including taxicabs and convalescent <br /> coaches over or upon or along any of the streets or alleys <br /> of the City of Everett, without having procured a license <br /> from the City Clerk. <br /> Section 2 <br /> Definitions : The following words and phrases when used <br /> in this chapter have the meanings as set out herein: <br /> CRUISING means the driving of a for-hire vehicle <br /> on the streets , alleys, or public places of the City of <br /> Everett in search of, or soliciting prospective pas- <br /> sengers for hire. <br /> HOLDER means a person to whom a license has been <br /> issued. <br /> MANIFEST means a daily record prepared by a taxi- <br /> cab driver of all trips made by said driver showing <br /> time and place of origin, destination, number of pas- <br /> sengers, and the amount of fare of each trip. <br /> PERSON includes an individual, a corporation, or <br /> other legal entity, a partnership, and any unincorpo- <br /> rated association. <br /> RATE CARD means a card issued by the City Clerk <br /> for display in each taxicab which contains the rates <br /> of fare then in force. <br /> WAITING TIME means the time when a vehicle for- <br /> hire is not in motion from the time of acceptance of <br /> a passenger or passengers to the time of discharge, <br /> but does not include any time that the taxicab is not <br /> in motion if due to any cause other than the request, <br /> act or fault of a passenger or passengers . <br /> Section 3 <br /> The term "For-Hire Car" shall mean and include every <br /> motor vehicle used for the transportation of passengers <br /> for hire, and not operated exclusively over a fixed and <br /> defined route. This term shall also include motor <br /> vehicles designated as "taxicabs" and "convalescent <br /> coaches . " <br /> "Convalescent Coaches" shall mean motor vehicles for hire <br /> designed for the transportation of handicapped persons <br /> who by reason of physical or mental infirmity may not be <br /> conveniently transported on public mass transportation <br /> vehicles or in taxicabs or who cannot drive their own <br /> automobile. The patients transported by such vehicle <br /> shall be limited to the following classes of patients : <br /> (1) Patients transported by wheel chair must be <br /> able to get into the chair with the help of one person. <br /> (2) Patients must be stable and able to take care <br /> of himself. <br /> (3) Patients must not be incapacitated by medication <br /> nor need oxygen or aid enroute. <br />
