B. Each day that any violation of, or failure to com- <br /> ply with, this Ordinance is committed or permitted to <br /> continue, shall constitute a separate and distinct of- <br /> fense under this section and shall be punishable as such <br /> hereunder; provided, however, that the Court may, in <br /> appropriate cases , stay the cumulation of penalties . <br /> Section 18 : Separability <br /> If any section, subsection, sentence , clause, phrase or <br /> portion of this Ordinance is for any reason held invalid <br /> such holding shall not affect the validity of the remain- <br /> ing portions hereof. <br /> CHAPTER 19 - TRAFFIC ESCORT SERVICE <br /> Section 1 <br /> Definitions--License Required: No person shall conduct <br /> the business of traffic escort service or traffic con- <br /> trol service within the city without first obtaining <br /> a license as hereinafter provided from the city clerk. <br /> "Traffic escort service" means the utilization of <br /> persons and/or vehicles to accompany and guide other <br /> vehicles through city streets , and "traffic control <br /> service" means any exercise of control over vehicular <br /> and/or pedestrian traffic movement upon the public <br /> right-of-way in connection with construction or <br /> demolition activities or movement of large or oversize <br /> objects upon the right-of-way. <br /> Section 2 <br /> License--Application: Application for licenses issued <br /> hereunder shall be made upon blank forms prepared and <br /> made available by the clerk and shall state: <br /> (a) Whether the person signing the application is <br /> a citizen of the United States ; <br /> (b) Address of the principal place of business of <br /> the applicant; <br /> (c) The number of years of experience the appplicant <br /> has had in the field of traffic enforcement or related <br /> fields; <br /> (d) The length of time applicant has been a bona <br /> fide resident of the State of Washington immediately <br /> preceding the filing of the application; <br /> (e) The application shall be accompanied by an <br /> application fee of fifteen dollars . Such application <br /> fee shall not be refundable , except prior to in- <br /> vestigation by the chief of police. <br /> Section 3 <br /> Employees--Compliance with Chapter Required: All <br /> employees of any person having or applying for a <br /> license hereunder shall make application and be <br /> subject to approval by the chief of police in <br /> accordance with this chapter. <br />
