B. Each day that any violation of, or failure to com- ply with, this Ordinance is committed or permitted to continue, shall constitute a separate and distinct of- fense under this section and shall be punishable as such hereunder; provided, however, that the Court may, in appropriate cases , stay the cumulation of penalties . Section 18 : Separability If any section, subsection, sentence , clause, phrase or portion of this Ordinance is for any reason held invalid such holding shall not affect the validity of the remain- ing portions hereof. CHAPTER 19 - TRAFFIC ESCORT SERVICE Section 1 Definitions--License Required: No person shall conduct the business of traffic escort service or traffic con- trol service within the city without first obtaining a license as hereinafter provided from the city clerk. "Traffic escort service" means the utilization of persons and/or vehicles to accompany and guide other vehicles through city streets , and "traffic control service" means any exercise of control over vehicular and/or pedestrian traffic movement upon the public right-of-way in connection with construction or demolition activities or movement of large or oversize objects upon the right-of-way. Section 2 License--Application: Application for licenses issued hereunder shall be made upon blank forms prepared and made available by the clerk and shall state: (a) Whether the person signing the application is a citizen of the United States ; (b) Address of the principal place of business of the applicant; (c) The number of years of experience the appplicant has had in the field of traffic enforcement or related fields; (d) The length of time applicant has been a bona fide resident of the State of Washington immediately preceding the filing of the application; (e) The application shall be accompanied by an application fee of fifteen dollars . Such application fee shall not be refundable , except prior to in- vestigation by the chief of police. Section 3 Employees--Compliance with Chapter Required: All employees of any person having or applying for a license hereunder shall make application and be subject to approval by the chief of police in accordance with this chapter.
