• • Section 7 Removal of Contents of Cesspools , Etc . - Permit Required: No licensed person, company or corporation shall within the City of Everett, move, or cause to be removed, the contents of any privy vault, sink, cesspool or private drain without a permit first had and obtained from the Health Officer of the Snohomish Health District. Section 8 : Hours of Work: No scavenger shall engage in the work of removing the contents of any privy vault, except between the hours of ten O 'clock in the evening and five o'clock in the morning or conveying any garbage, refuse or other materials for which a scavenger license or permit is required on Hewitt Avenue or within one block of said Hewitt Avenue in said City of Everett between the hours of nine a.m. and seven p.m. Section 9 Rates for City Scavengers : The City scavenger shall receive no compensation from the City of Everett for any services performed for any person, firm or corporation other than the City. Such compensation shall be collected by them from the person or persons , firm or corporation for whom the work shall have been performed. The schedule of charges to be made by the City Scavenger shall be as set by Resolution of the City Council. All payments for such services shall be in advance. Charges made for services performed for which no charge is expressly provided herein shall be reasonable and any person claiming an unreasonable charge for such ser- vices shall have the right to complain in writing to the City Council as to such charges , and said City Council shall have the right to fix a reasonable charge for such services and when so fixed such determination by the City Council as to such charges shall be final . Section 10 Compensation May Be Demanded In Advance: City scavengers may demand and receive their compensation if so demanded and received in advance, except in the case of removing the contents of house receptacles by the month, the work for the same must be completed within twenty-four hours after such receipt. Section 11 Duty of Owner of Premises to Keep Same Clean of Garbage , Etc. It shall be the duty of every owner or occupant of premises in said City to have the same cleaned of all garbage, refuse and other such material whenever deemed necessary by the Health Officer.
