• <br /> • <br /> CHAPTER 23 - GARBAGE REMOVAL - SCAVENGERS <br /> Section 1 <br /> Any person, company or corporation to engage in the business <br /> of City scavenger for the purpose of removing the contents <br /> of privy vaults , cesspools , sinks , or private drains , <br /> and of removing garbage, offal , swill, ashes and other <br /> house refuse, and every person, company or corporation en- <br /> gaged in said business shall be deemed a "City Scavenger" <br /> within the meaning of this section. <br /> Section 2 <br /> No person, company or corporation shall, within the City <br /> of Everett, engage in the business of City scavenger with- <br /> out having first obtained a license therefor in the manner <br /> hereinafter provided; provided, however, that the owner or <br /> occupant of any premises upon which is situated any privy <br /> vault, sink, cesspool or drain, or upon which there may be <br /> any garbage, offal, swill, ashes or other house refuse, <br /> may be permitted to do so upon a written permit therefor, <br /> first had and obtained from the Snohomish Health District, <br /> and then only in such manner as said Health District may <br /> in said permit direct. <br /> Section 3 <br /> Applications shall be accompanied with a good and sufficient <br /> bond in the sum of Five Hundred Dollars ($500 . 00) , conditioned <br /> that said applicant will faithfully comply with the provisions <br /> of any and all ordinances of said City then existing or <br /> that may thereafter be enacted touching such business, and <br /> will also comply with and obey all orders , directions and <br /> regulations of the Snohomish County Health District. <br /> Section 4 <br /> License - Fee - Insurance: The license fee to be paid <br /> by any such person, company or corporation for a license <br /> to engage in the business aforesaid, is hereby fixed at the <br /> sum of One Hundred Dollars ($100 .00) per year, to be <br /> paid annually in advance. <br /> Section 5 <br /> Cleaning of Cesspools , etc. - To Be In An Inoffensive Manner: <br /> The cleaning, emptying and removal of the contents of any <br /> privy vault, sink, cesspool or private drain shall be done <br /> in an inoffensive manner and any such scavenger having <br /> begun such scavenger work, shall without interruption <br /> or delay, finish the same, and shall in every instance <br /> leave the privy in as good condition, upon the vault, as <br /> when the work was undertaken. <br /> Section 6 <br /> Contents of Cesspools , Etc. , - To Be Removed in Air Tight Tanks : <br /> The contents of any privy vaults , sinks , cesspools and private <br /> drains so removed by any scavenger, shall be conveyed in air <br /> tight tanks or vessels to such place and in such manner as <br /> the Health Officer may direct. Such tanks or vessels shall <br /> be kept clean and inoffensive when not in actual use. <br />
