C. Ambulance Attendant/Emergency Medical Technician shall <br /> mean an individual, including drivers, certified in accord- <br /> ance with Section 9B. <br /> D. Conditional Ambulance Attendant/Conditional Emergency <br /> Medical Technician shall mean an individual certified in <br /> accordance with Section 9C (3) . <br /> E. Patient shall mean an individual who is sick, injured, <br /> wounded or otherwise incapacitated or helpless . <br /> F. Person shall mean any individual, firm, partnership, <br /> association, corporation, company, group of individuals <br /> acting together for a common purpose or organization of <br /> any kind, including the City of Everett, any other govern- <br /> mental agency except the United States of America, the <br /> State of Washington, or Snohomish County. <br /> G. Emergency First Aid Service shall mean any civil, <br /> volunteer, or fee for service agency providing first aid <br /> service within the City of Everett, but not providing <br /> victim transportation except in dire emergencies . <br /> H. License Officer shall mean the Mayor of Everett or <br /> his designee who shall administer and enforce the require- <br /> ments of this Ordinance. <br /> I. Advisory Committee shall mean a committee as defined <br /> in Section 7 . <br /> J. Sick or Injured Person shall mean any patient to be <br /> transported by wheelchair who is not able to get into the <br /> wheelchair with the help of only one person; any patient <br /> who is unstable and unable to take care of himself; any <br /> patient incapacitated by medication, requiring oxygen, or <br /> requiring aid enroute. <br /> Section 2 : Licenses Required for Ambulance Service and <br /> Certain Emergency First Aid Services <br /> A. No person shall operate an ambulance service and/or <br /> emergency first aid service unless he obtains an Operator' s <br /> License from the City Council of the City of Everett, which <br /> license must be renewed every year. The license shall not <br /> be issued or renewed unless : <br /> 1. The applicant has fulfilled all requirements of <br /> this Ordinance including the consent of inspections as re- <br /> quired and any applicable statutes of the State of Washing- <br /> ton concerning the safety of the ambulance and/or emergency <br /> first aid vehicle, and <br /> 2 . The applicant demonstrates capability and willing- <br /> ness to provide adequate service in the designated area, and <br /> 3 . The applicant demonstrates that each ambulance <br /> and/or emergency first aid vehicle contains the equipment as <br /> required by this Ordinance, and <br /> 4 . The applicant files a copy of a liability insur- <br /> ance policy showing evidence of non-cancellable coverage <br /> in accordance with Section 5 of this Ordinance, and <br /> —2— <br />
