ORDINANCE NO. , 7 -7._ AN ORDINANCE approving and confirming the assessments and assessment roll of Local Improvement District No. 695 which has been created and established for the pur- pose of improvement of East 28 feet of Cedar Street from 30 feet South of the South line of Lot 16 to the North line of the South half of Lot 6, Block 754 , plat of Everett Land Company 's First Addition to Everett, by the construction of a 20-foot asphalt paved strip, concrete sidewalk, curb and gutter, drainage and necessary appurtenances to make a com- plete improvement, as provided by Ordi- nance No. 231-73, and levying and as- sessing the amount thereof against the several lots, tracts, parcels of land and other property shown on said roll . WHEREAS, the assessment roll levying the special assessments against properties located in Local Im- provement District No. 695 in the City of Everett, Wash- ington, created under Ordinance No. 231-73 has been filed with the City Clerk of the City of Everett, Wash- ington, as provided by law; and WHEREAS, notice of the time and place of hearing thereon and of making objections and protests to said roll was duly published at and for the time and in the manner provided by law, fixing the time and place of hearing thereon for the 21st day of March, 1973 at the hour of 10 : 00 a.m. , in the Council Chambers in the City Hall, Everett, Washington, and further notice thereof was duly mailed by the City Clerk to each property own- er shown on said roll; and WHEREAS , at the time and place fixed and designated in said notice, the hearing was duly held March 21, 1973 and no written protests were received and all ques- tions concerning said roll being resolved at said hear- ing, and the City Council being fully advised in the premises,
