ORDINANCE NO. 5?—7 3' <br /> AN ORDINANCE establishing rules, regulations and rates <br /> for sewer connections and amending E.C.C . 2.20. 100 <br /> (Ordinance No. 29-69, Section 4) and 2.20.220 <br /> 1 (Ordinance No. 29-69, Section 5) and adding a new <br /> section to E .C.C. 2.20 (Ordinance No. 3735 as amended) <br /> 2 <br /> 3 THE CITY OF EVERETT DOES ORDAIN: <br /> 4 Section 1: That Everett City Code Section 2.20.030 (Ordinance No. 3735, <br /> 5 Section 3) is hereby amended in full to read as follows: <br /> 6 2.20.030 - What to be Connected <br /> 7 Every dwelling house, hotel, apartment, factory, store or other building <br /> in which plumbing arrangements have been, or are to be placed, hard <br /> 8 surfaced parking lots and like areas shall be connected to the public <br /> 9 sewer as required in this chapter, when such public sewer is abutting <br /> the property line of the premises on which such buildings or areas <br /> 10 are located and, when such public sewer is not provided, such building <br /> and/or areas shall be connected to a septic disposal system, meeting <br /> 11 all requirements of the city. <br /> 12 Section 2: That a new section be added to chapter 2.20 (Ordinance <br /> No. 3735 as amended) to read as follows: <br /> 13 <br /> 14 "2.20.035 - Connections from other than dwelling units, buildings <br /> and structures. <br /> 15 <br /> All roof drainage, parking, sales and display lots and like areas shall be <br /> 16 connected to a storm drainage system when such system is available. <br /> When such system is not provided, such lots and areas shall be connected <br /> 17 to a drainage system approved by the City." <br /> 18 Section 3: That Everett City Code Section 2.20. 100 (Ordinance No. <br /> 19 29-69, Section 4) is hereby amended in full to read hereafter as follows: <br /> 20 "2.20. 100 - Permit to Connect to Public Sewer - Fees <br /> 21 It is unlawful to connect any property or premises with a public sewer, <br /> 22 as defined by the ordinances of the City of Everett pertaining to sewers <br /> and drains, or to make repairs, alterations or additions to a side sewer <br /> 23 of drain connecting thereto, without first applying for and securing a <br /> permit from the City Engineer and without paying the fee hereinafter <br /> 24 prescribed therefor. This requirement shall apply to all property, <br /> including that of the United States of America, the State of Washington <br /> 25 and any political subdivision thereof. The permit shall not extend <br /> beyond the limits for which the permit has been issued. No permit <br /> 26 will be required for the removal of obstructions in a side sewer line <br /> 27 when the same can be removed through a cleanout installed for that <br /> purpose. Applications for permits must contain the legal description <br /> 28 of the property on which the work is to be done; must state the loca- <br /> tion of the sewer, name of the owner of the premises, the number and <br /> 29 location of buildings to be connected; must be made by the owner of <br /> the property or premises or by a duly licensed side sewer contractor <br /> 30 representing the owner; and must be accompanied by a permit fee which <br /> 31 shall be computed in accordance with the following schedule: <br /> 32 <br />
