Page 3- <br /> 1 e. Other fringe benefits <br /> f. Probationary periods <br /> 3 Section 3: Civil Service Commission. The Everett Civil <br /> 4 Service Commission shall: <br /> 5 1 . Provide for the classification of all employees <br /> 6 except day laborers and appointive officers . <br /> 7 2 . Provide for open, competitive and free examinations <br /> 8 as to fitness . <br /> 9 3. Provide for an eligibility list from which all <br /> 10 vacancies shall be filled, except those specifically <br /> 11 exempted by the City Council. <br /> 12 4 . Provide for a period of probation before employment <br /> 13 is made permanent. <br /> 14 5. Provide for promotion on the basis of merit, experi- <br /> 15 ence and record. <br /> 16 6 . Hear appeals from suspension, terminations and re- <br /> 17 ductions in rank; and administer oaths , issue sub- <br /> 18 poenas and require the attendance of witnesses and <br /> 19 the presentation of documents as required in hearings. <br /> 20 If the Commission deems it appropriate the Commission <br /> 21 may provide for the appointment of a Hearing Examiner <br /> 22 who may hear the appeals . Any Hearing Examiner so <br /> 23 appointed shall be paid such reasonable fees as may <br /> 24 be determined by the City Council. <br /> 25 7. Keep records of their proceedings . <br /> 26 The Commission, through the exercise of the above stated <br /> 27 rights , powers and duties , will enable the City to substan- <br /> 28 tially accomplish the purpose of Chapters 41.08 and 41. 12 of <br /> 29 the Revised Code of Washington. <br /> 30 The Council may by ordinance confer upon the Commission <br /> 31 such further rights and duties as may be deemed necessary to <br /> 32 enforce and carry out the principles of Article VIII of the <br />
