1 Section 3: That the cost and expenses of the im-- <br /> 2 provement, including but not limited to, all necessary <br /> 3 and incidental expenses or fees , shall be borne by and <br /> 4 assessed against the property included in the assessment <br /> 5 district herein created. The cost and the expenses of <br /> 6 the improvement to be assessed against the property, <br /> 7 including the assessment district herein created, shall <br /> 8 be assessed in accordance with the special benefits de- <br /> g rived from the improvement without regard to the zone and <br /> 10 termini method of spreading assessments . The City shall <br /> 11 not be liable in any manner for any of the remaining <br /> 12 expenses and costs of the improvement, providing, however, <br /> 13 that the costs and expenses of the improvement abutting <br /> 14 city rights-of-way and the costs and expense of engineer- <br /> 15 ing shall not be assessed against the district. <br /> 16 <br /> 17 Section 4: In the event that funds from grants or <br /> 18 sources other than funds from the City of Everett become <br /> 19 available for the hereinafter described Local Improvement <br /> 20 District such funds will be used to defray some of the <br /> 21 cost of the improvement to the property within the Local <br /> 22 Improvement District hereinafter described. <br /> 23 <br /> Section 5: That there is hereby established a LOCAL <br /> 24 <br /> IMPROVEMENT DISTRICT TO BE KNOWN AS "LOCAL IMPROVEMENT <br /> 25 <br /> DISTRICT NO. 695" WHICH DISTRICT SHALL INCLUDE THE FOL- <br /> 26 <br /> LOWING DESCRIBED PROPERTY LOCATED IN EVERETT, SNOHOMISH <br /> 27 <br /> COUNTY, WASHINGTON: <br /> 28 <br /> 29 <br /> 30 <br /> 31 <br /> 32 <br />
