• <br /> ORDINANCE NO. 7 "7; <br /> AN ORDINANCE approving and confirming the assessments <br /> and assessment roll of Phase I of Local Improvement <br /> District No. 692 which has been created and est- <br /> 1 ablished for the purpose of improvement of the north <br /> one-half of Hardeson Road, 18th Avenue West, and <br /> 2 80th Street S.W. by the installation of a water <br /> distribution and feeder system and all appurtenances <br /> 3 to make a complete improvement, as provided by <br /> Ordinance No. 116-71 , and levying and assessing <br /> 4 the amount thereof against the several lots, tracts, <br /> parcels of land and other property shown on said <br /> 5 roll. <br /> 6 WHEREAS, on June 4 , 1970, a petition for an LID was received <br /> 7 by the City of Everett requesting trunk watermains installed in <br /> 8 the Hardeson Road area north of SR 526, which petition was valid, <br /> 9 representing 87% of the area to be served by the proposed water- <br /> 10 mains; and <br /> 11 WHEREAS, although the final design of the proposed watermains <br /> 12 began in the summer of 1970, the project was delayed due to problems <br /> 13 in determining final street alignments and routing of the proposed <br /> 14 watermains, particularly in the northern area of the project; and <br /> 15 WHEREAS, due to the size of the project, it was determined <br /> 16 that the project could be split into two phases without increas- <br /> 17 ing costs; and because one property owner had an immediate need <br /> 18 for water service, Phase I construction began immediately and <br /> 19 Phase II was to begin when the street alignments were agreed upon; <br /> 20 and <br /> 21 WHEREAS, the construction of Phase I commenced in April 1971 <br /> 22 and was completed in September 1971; and <br /> 23 WHEREAS, during the construction of Phase I and thereafter, <br /> 24 one of the property owners (DIDCO Corporation) requested that the <br /> 25 LID be terminated with Phase I construction, which request was <br /> 26 not objected to by the other property owners in Phase II pursuant <br /> 27 to notice by the City; and <br /> 28 WHEREAS, the assessment roll levying the special assessments <br /> 29 against properties located in Phase I of Local Improvement District <br /> 30 No. 692 in the City of Everett, Washington, created under Ordinance <br /> 31 No. 116-71 has been filed with the City Clerk of the City of Ever- <br /> 32 <br />
