-2- 1 ett, Washington, as provided by law; and 2 WHEREAS, notice of the time and place of hearing thereon and 3 of making objections and protests to said roll was duly published 4 at and for the time and in the manner provided by law, fixing the 5 time and place of hearing thereon for the 7th day of February, 6 1973, at the hour of 10: 00 a.m. , in the Council Chambers in the 7 City Hall, Everett, Washington, and further notice thereof was 8 duly mailed by the City Clerk to each property owner shown on said 9 roll; and 10 WHEREAS, at the time and place fixed and designated in said 11 notice, the hearing was duly held February 7th, 1973 and no 12 written protests were received and all questions concerning said 13 roll being resolved at said hearing; and 14 WHEREAS, pursuant to said hearing the City Council finds that 15 it is in the best interest of all persons concerned to close out 16 this LID with the completion of Phase I; and 17 WHEREAS, the City Council finds that the property owners 18 in Phase II did not derive any benefits from the construction of 19 Phase I of the project (LID) and these property owners should 20 not be assessed for the Phase I construction and therefore deleted 21 from this LID, and the City Council being fully advised in the 22 premises, 23 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: 24 Section 1 : 25 The assessments and assessment roll of Phase I of Local Im- 26 provement District No. 692 which has been created and established 27 for the purpose of paying the cost of improvement of the north 28 one-half of Hardeson Road, 18th Avenue West, and 80th Street S.W. , 29 as provided by Ordinance No. 116-71, including the provision for 30 issuance of bonds therefor, as the same now stand, be and the 31 same are hereby in all things and respects approved and confirmed. 32
