Ted de Budden <br /> From: Ted de Budden <br /> Sent: Friday,August 26, 2016 1:22 PM <br /> To: 'Michael Valiente' <br /> Cc: Jeff Heilman <br /> Subject: 1611 23rd Street Everett alterations <br /> Mr.Valiente, <br /> I am contacting you in response to your inquiry related to building code issues for the construction work at 161123`d St <br /> Everett WA. <br /> Thank you for your interest in this matter <br /> Here is a summary I have prepared to outline the status of this property related to the code concerns. <br /> A construction and alteration project was started without required permits and approvals.A stop work order was posted <br /> on the property by the Everett Building Official on April 13 of this year <br /> Permits were subsequently applied for and issued as follows: <br /> An electrical permit has been issued for"wiring for a southeast bedroom and bathroom." Permit#EW 1606-001 <br /> Additional correction work to the electrical system will likely be necessary to meet minimum code standards.The details <br /> of this corrective electrical work can be reviewed and approved by the assigned electrical inspector on site. <br /> (Electrical panel upgrades and other branch circuitry) <br /> A Combination Building permit was issued to "add a closet, bathroom, and to replace windows and stairs." Permit# <br /> CW 1603-060. <br /> Additional repair and reconstruction work beyond the permit description may be required to bring the property into <br /> compliance. <br /> Your assistance to identify and provide design assistance to correct the other deficiencies within this building is <br /> appreciated. <br /> The exterior of this building has areas of deterioration. The installation work of the new windows has compromised <br /> portions of the siding and weather barrier. A solution to restore the "envelope" of the structure will be necessary. <br /> Portions of the existing post and pier foundation and skirting system have signs of deterioration. Repair of these <br /> systems including replacement in kind would be an acceptable solution. Please include underfloor ventilation and rot <br /> resistance into the repair scheme. <br /> In your inquiry,shear walls and other seismic considerations were mentioned. <br /> Repairs to the post and pier foundation should include some method of anchorage and bracing. <br /> Interior shear walls or braced panels could be used to maintain minimum bracing where repair activity may have <br /> compromised the original systems. <br /> For buildings of this age and period you may find it useful to refer to the International Property Maintenance Code 2015 <br /> edition.The City of Everett has adopted this code.
