To provide for a method of orderly transition from the old salary schedules to the new salary schedule, the following shall apply: I . Any employee whose base salary under a previous schedule is greater than the base salary provided in the schedule contained in this Ordinance shall continue to receive the previous base pay; provided, however, that an employee working in a classification designated to be in a salary range prefaced by range number E shall continue to receive the previous base pay in accordance with a previous salary schedule only if the Mayor has not set the salary within the limits of salary range E as pro- vided in Section 2 (c) of this Ordinance. C. Range numbers prefaced by E are to be considered as minimum and maximum salary ranges within which the Mayor may set the salary to be paid an employee. Employees in pay range numbers prefaced by E are appointive officers . D. Range numbers prefaced by H are to be considered as hourly rates payable pursuant to applicable collective bargain- ing agreements . E. Range numbers prefaced by P are established by the City Council in accordance with the City Charter. Section 3: E.C.C. 1. 16 .360 (Ordinance 20-69 , Section 1) is hereby amended to read as follows : Day Laborers employed by the City in any City Department may be rated by their qualifications, experience and background, and type and nature of duties to be performed and compensated at a minimum of no less than One Dollar and Sixty-Five Cents per hour and a maximum of no more than Three Dollars and Twenty-five Cents per hour. Day Laborers so rated and compensated shall be designated rated day laborers . The Mayor, together with each Department Head employing day laborers, shall establish the rate of pay therefor within the minimum and maximum rate based on the qualifications , experience and background of each day laborer employee and the type and nature of the duties that the day laborer shall perform. Section 4: There is hereby adopted as part of the salary ordinance a longevity schedule for full time employees based on years of service, the amount of which shall be added to, and be considered a part of, base pay, as follows: Beginning with the first of the 6th year - $10 per month; Beginning with the first of the 11th year - $20 per month; Beginning with the first of the 16th year - $30 per month; Beginning with the first of the 21st year - $40 per month;
