ORDINANCE NO. / -7 ) 1 AN ORDINANCE relating to the protection of the public water supply from actual or potential 2 contamination and prohibiting cross-connections and requiring backflow prevention devices. 3 THE CITY OF EVERETT DOES ORDAIN: 4 Section 1: Definitions: 5 1. "Backflow" means the flow other than the intended direction of flow 6 of any foreign liquids, gases, or substances into the distribution system of a 7 public water supply. 8 2. "Backflow prevention device" means a device (AWWA approved) to 9 counteract back pressure or prevent back siphonage. 10 3. "Cross-connection" means any physical arrangement whereby a 11 public water supply is connected, directly or indirectly, with any other 'water 12 supply system, sewer, drain, conduit, pool, storage reservoir, plumbing 13 fixture, or other device which contains or may contain contaminated 'water, 14 sewage, or other waste or liquids of unknown or unsafe quality which may be 15 capable of imparting contamination to the public water supply as a result of 16 backflow. 17 4. "Superintendent" shall mean the Superintendent of the Everett Water 18 Department City of Everett, or any staff member of the Snohomish Health 19 District or the State of Washington Department of Social & Health Services 20 qualified in protection of municipal water quality. 21 Section 2: 22 The installation or maintenance of a cross-connection which in the 23 opinion of the Superintendent will endanger the water quality of the potable 24 water supply of the City of Everett shall be unlawful. 25 Section 3: 26 Backflow prevention devices shall be required to be installed and 27 maintained by the service customer on any service connection to the Everett 28 water supply system where, in the opinion of the Superintendent, said back- 29 flow prevention devices are necessary for the protection of the City of Everett 30 water supply from backflow. 31 32
