1z <br /> EVERETT <br /> Ordinance No. 3686-19 WASHINGTON <br /> An Ordinance Establishing a Moratorium on Supportive Housing located in the R-S,R-1, <br /> R-2,R-1(A) and R-2(A) Zones in accordance with RCW 36.70A.390 to Allow the City to <br /> Conduct a Review of this use in those Zones, and Declaring an Emergency to Exist. <br /> WHEREAS,the City Council finds the following: <br /> 1. In 2016 the City adopted zoning regulations permitting Supportive Housing in various <br /> residential and commercial zones including properties located in the R-S, R-1, R-2, R- <br /> 1(A) and R-2(A) Zones; <br /> 2. "Supportive housing"means a combination of housing, including low barrier housing, <br /> and services intended as a cost-effective way to help people live more stable and <br /> productive lives. The housing type is a multiple-family dwelling owned or sponsored by <br /> a qualified nonprofit provider or government entity, designed for occupancy by persons <br /> that are either(1) experiencing or at risk of experiencing homelessness; (2) are <br /> experiencing a disability that presents barriers to employment and housing stability; or <br /> (3) generally require structured supportive services such as case management and <br /> twenty-four-hour on-site facility management to be successful living in the community <br /> and is intended to provide long-term,rather than transitional,housing(EMC 19.04.020); <br /> 3. In light of the City's experience with the siting of Supportive Housing, it is appropriate <br /> to review the zoning regulations related to Supportive Housing to determine whether <br /> they serve the City's intended purposes as well the City's current needs; <br /> 4. Because of the need for Supportive Housing in the community and the need for these <br /> facilities to benefit from proximity to complementary services and amenities, it is <br /> important that they be appropriately located and that siting and evaluation criteria be <br /> considered in the review of this issue; <br /> 5. Supportive Housing constitutes an important component of the City's and the greater <br /> community's plan to provide housing and services to help people live more stable and <br /> productive lives; <br /> 6. RCW 36.70A.390 allows a local government to establish a moratorium for purposes of <br /> conducting planning reviews to determine appropriate land use policies and regulations <br /> for areas under its jurisdiction; <br /> 1 <br />
