7. The City proposes that a Moratorium on supportive housing projects in R-S, R-1, R-2, <br /> R-1(A) and R-2(A) Zones be established for a period of six months to preclude the <br /> establishment of vested rights that could be incompatible with the plans, policies, and <br /> regulations that the City may adopt as a result of the planning process; <br /> 8. The Moratorium would be enacted to allow the City to review the zoning regulations for <br /> Supportive Housing particularly in the R-S, R-1, R-2, R-1(A) and R-2 (A) Zones,to <br /> determine what is in the best long term interests of the community as it pertains to the <br /> zoning and siting of Supportive Housing; <br /> 9. RCW 36.70A.390 and the Everett Charter, Article III, authorize the City Council to enact <br /> a Moratorium to preserve the integrity of the planning process. <br /> WHEREAS,the City Council concludes the following: <br /> 1. The City has the authority to adopt a Moratorium; <br /> 2. It is in the best interests of the City of Everett to establish aa Moratorium governing the <br /> siting of Supportive Housing particularly as it relates to the R-S, R-1, R-2, R-1(A) and R- <br /> 2(A) Zones while the City conducts appropriate planning analysis to consider the best <br /> long-term interests of the Everett community as it pertains to the siting of Supportive <br /> Housing; <br /> 3. A Moratorium with respect to the siting of Supportive Housing particularly in the R-S, R- <br /> 1, R-2, R-1(A) and R-2(A)Zones, will allow the City to complete its planning process <br /> and preclude development during this interim period that is inconsistent with City and <br /> community's expectations as it relates to the zoning of Supportive Housing particularly in <br /> the R-S, R-1, R-2, R-1(A) and R-2(A)Zones. Further, it will prevent the establishment <br /> of vested rights incompatible with this Ordinance and the plans,policies and regulations <br /> the City may adopt as a result of the planning process; <br /> 4. The Moratorium herein established is necessary to provide for the public health, safety <br /> and welfare. <br /> NOW,THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1. Findings of Fact. The "WHEREAS"provisions above shall constitute Findings of <br /> Fact and are incorporated by reference as if fully set forth herein. <br /> Section 2. Moratorium Established. There is hereby declared a Moratorium with respect to <br /> Supportive Housing projects. During the six-month term of Moratorium, which begins on the <br /> effective date of this Ordinance,the following shall apply to all R-S, R-1, R-2, R-1(A) and R- <br /> 2(A) Zones: <br /> 2 <br />
