OBJECTIVES AND SCOPE OF WORK <br /> The City proposes to perform certain improvements to a sewer line located adjacent to <br /> Beverly Lake. The project will involve installation of gravity sewer lines, a lift station and a <br /> force main extending to 75th Street SE in the City of Everett, Washington. Critical area <br /> regulations require a 50-foot lake buffer for Lake Beverly. Some incursion into that buffer <br /> is necessary for an area of fill, the sewer line, the lift station, and a construction staging area. <br /> Consequently, the project will require a critical areas report (CAR) that includes a habitat <br /> management plan and a buffer mitigation plan. If wetlands are observed within the proposed <br /> sewer line corridor, a wetland delineation, additional information in the CAR, and <br /> potentially more mitigation would also be required. <br /> The objective of this contract is to provide the Client with the required critical area report <br /> associated with the lake, habitat, and buffer located along the proposed Beverly Lake sewer <br /> alignment. If wetlands are found, the Consultant will also complete a wetland delineation <br /> and provided additional information in the critical area report. <br /> Consultant proposes under this Scope of Work to perform certain consulting, and/or <br /> advisory services for the Client to address critical area presence. <br /> Task 1: Critical Areas Report and Buffer Mitigation Plan Estimate: $15,605 <br /> Consultant will prepare a Critical Areas Report (CAR) and Buffer Mitigation Plan for <br /> submittal to the City of Everett, in accordance with EMC 19.37. One site visit will be <br /> conducted by Consultant, during which all necessary basic information for the CAR will be <br /> gathered. The CAR will contain background environmental information, descriptions of <br /> Beverly Lake (a fish and wildlife habitat conservation area), and a habitat management plan. <br /> The report will also contain an impact analysis of lake buffer impacts (temporary and/or <br /> permanent) associated with the sewer project. Mitigation will also be described, and may <br /> consist of buffer averaging and/or a buffer planting plan. Consultant may conduct an <br /> additional site visit to assess the details of buffer impacts. <br /> This task includes coordination and up to two meetings with the Client and/or project team <br /> to discuss the site plan and buffer mitigation. <br />
