The light standard is essential to provide lighting for the transit stop <br /> and the crosswalks,and the aerial strike does go to the City signal pole. It appears the mast arm may have been turned <br /> about 15 degrees to maintain the required 10'to the PUD's current carrying conductors. Our standard luminaire is steel <br /> or aluminum pole 30'-35' high, however given the project is already in construction, and the pole is close to a coffee <br /> stand,we will give every consideration to no action. One option is the City could provide a pole,a junction box, and a <br /> luminaire and Elcon could install it. That may run afoul of agency supplied materials restrictions if the funding is <br /> Federal. Elcon could install a foundation and conduit and the City could come in and pull the wire/install the light <br /> standard. Windi, can you verify there is already security lighting integral to the transit stations that will be installed on <br /> the project?On Monday Steve Sawyer and I will meet in the field to decide the best course of action. <br /> Regarding the discussion of daytime lane closures,we would entertain lane closures on Airport Rd during the daylight <br /> hours. Here is what I think is realistic on the corridor: <br /> •Shoulder closures,sidewalk closures,and bike lane closures could be allowed without time restrictions provided there <br /> is no lane encroachment. Shoulder closures with lane encroachment shall will follow the same restrictions as single lane <br /> closures. <br /> •Single HOV lane closures could be allowed NB on Airport Rd between SR 526 and Evergreen Way from 7:30am and <br /> 4:30am, but restricted 4:30am to 7:30am during the morning commute.Single HOV lane closures could be allowed SB <br /> on Airport Rd between SR 526 and Center Rd from 5:00pm and 2:00pm, but restricted 2:00pm to 5:00pm during the <br /> evening commute. The exception would be Airport Rd south of Evergreen Way,which is Snohomish County jurisdiction, <br /> and 1000' north of Evergreen Way where there are only two through lanes approaching the signal. <br /> •Multilane lane closures are going to be needed to install the concrete pads over the weekends, and there should not be <br /> any significant congestion at these volume levels any time of day provided the traffic signals can stay in normal <br /> operation and intersection flagging is not needed. <br /> *Two lane closures (HOV+1)could be allowed NB on Airport Rd between SR 526 and Center Rd from 8:00am and <br /> 4:00am, but restricted 4:00am to 8:00am during the morning commute.Two lane closures(HOV+ 1) could be allowed <br /> SB on Airport Rd between SR 526 and Center Rd from 6:00pm and 1:30pm, but restricted 1:30pm to 6:00pm during the <br /> evening commute.We would want some assurance that two lane closures were done during daytime hours as a matter <br /> of necessity and to accelerate the work,and not strictly as a matter of convenience.We would want the bike lane and <br /> sidewalks reopened as soon as feasible, and if daytime work accelerates this, I am supportive of day work. <br /> I do think there is an opportunity to close lanes during daylight hours that they will not have on the Snohomish County <br /> or WSDOT portions of the work because traffic volumes are much higher there. <br /> If you have any questions, let me know. <br /> ILTIVIMIC WOW <br /> Corey N.
