1
From: Donald Cunningham
Sent: Friday, July 01, 2016 8:42 AM
To: Grace Pollard; Steve Miller
Cc: Steve Ingalsbe; Ted de Budden; Tony Lee; Kevin Fagerstrom; Steve Goforth; Katie Rathbun
Subject: FW: 2901 Everett Ave
Here is the attachment.
Thanks
From: Donald Cunningham
Sent: Friday, July 01, 2016 8:33 AM
To: Grace Pollard; Steve Miller
Cc: Steve Ingalsbe; Ted de Budden; Tony Lee; Kevin Fagerstrom; Steve Goforth; Katie Rathbun
Subject: 2901 Everett Ave
I have attached a "As-built"that the potential new buyer has prepared, using the floor plan submitted to the City in
2005/2006,which he has modified, then he added pages for the basement and attic"Loft" and I have labeled the room
#s, location of kitchens, and electrical panels.
Summary of my observations:
First, In 2006—the structure received a Certificate of Occupancy-converting the use from a Single Family Residence to
a Boarding House. Floor Plans were provided of the first and second levels which indicate there was 1 kitchen on the
Main Level (first floor), 1 bedroom on the first floor, a Studio Unit on the second floor, and two sleeping areas on the
second floor.
Currently, All four levels of the structure have been finished, with a Kitchen in the basement, first floor, and loft. Beside
these kitchens, Refrigerators were found in rooms 4, 5, 6, 7, 8, 13, 14, and 16. Other cooking devices such as
microwaves, crockpots, and/or electric skillets were found in rooms 5, 6, 7, 11, and 13.A propane burner for cooking
was found in room 7. Electrical Panels were found in the basement, loft, garage, and in rooms 6 and 9. Nearly all rooms
currently rented as sleeping rooms were labeled by number on the molding above the door—for a total of 18 Sleeping
Rooms.Currently Rooms 1—3 in the Loft, Rooms 4—8 in the Second Level, 9—13 on the Main Floor(first level), and
Rooms 14—18 in the basement.
Room 16 is very small and obviously will not meet minimum size requirements for a sleeping room.A former tenant still
had property in the room but Manager says he is no longer living there—or,will no longer be living there. All other
rooms are currently occupied with a total of 17 tenants. Most tenants were present during the inspection.
The garage appears to have been heavily altered without permits, converting 1 parking stall into office space, another
into storage, and a large bathroom has been added.Vehicles are currently parking in the back yard, adjacent to the
alley, on both the east and west sides of the garage.Available approved parking has not yet been determined.
Please advise me of any other code concerns you are aware of that we many need to address.
Thanks!
Don
Donald Cunningham
Code Enforcement Officer
Everett Police Department
Desk 425 257-8564
dcunningham@everettwa.gov
22
