Sabrina Fandler
From: Sabrina Fandler
Sent: Tuesday, February 27, 2018 5:04 PM
To: 'Stacey Haggerson'
Subject: Floor& Decor Everett Permit- Request for Additional Information (Civil work)
Hi Stacey,
While reviewing the building permit for the Floor& Decor T.I., we discovered that there is quite a bit of site work(my
discipline for review) proposed that was not applied for as a separate Public Works permit. The proposed paving is
calculating at approximately 10,036sf from our rough area take-offs.Depending on the plan for this paving, drainage
mitigation is likely triggered, which would require a drainage report to be prepared by a licensed civil engineer in the
state of Washington.
If repaving and regrading is to occur, with removing the existing surface down to the base course, then this repaving
counts towards"replaced hard surfaces" per the Stormwater Management Manual and will trigger drainage mitigation
evaluation. However, if the project will be overlaying only,or grinding a small amount of the surface without exposing
base course prior to an asphalt overlay, then that is considered "maintenance" per the Stormwater Management
Manual and does not trigger drainage mitigation evaluation. With only a quick look at the plans since they have not yet
been routed to me for review, it appears that the existing contours and proposed contours/finish grade will almost
match. This indicates to me that some amount of grinding will be taking place, otherwise the proposed elevations of the
parking lot would be a minimum of 2" higher if it was only an asphalt overlay.
Please let me know what the project is planning on doing for parking lot paving so we can further evaluate if additional
submittal items are required for review and/or if additional requirement are trigger for the project's compliance with
code. I am available by email or phone if you want to discuss further.Any information you can provide is greatly
appreciated.
Thanks,
Sabrina Fandler, P.E., LEED®AP BD+C
City of Everett Public Works Department I Development Technician
3200 Cedar St, Everett, WA 98201
Office: 425-257-8810
Direct: 425-257-7813
Email: SFandler(aeverettwa.gov
ms 'IGC WORKS
The Permit Services Counter is located on the 2nd Floor.
Hours of Operation: Monday-Friday 7:30am-12:00pm and 1:OOpm-4:OOpm.
All emails, and attachments, sent to and from City of Everett are public
records and may be subject to public disclosure pursuant to RCW 42.56.
1
