City of Everett <br /> Floyd ISnider Environmental Services <br /> • Sampling of the swale excavated material to determine the material <br /> disposal and health and safety needs. <br /> • Sampling of the excavation limits per the SAP. Coordination of results <br /> and construction completion reporting with the City and Ecology. <br /> • Support to the City in development of a Work Plan for decommissioning of Outfall 008 <br /> at the Utility Property, and coordination with Ecology for approval and documentation. <br /> Assumptions: The City will provide any needed construction management services and will hire <br /> construction contractors for the Swale Work and Outfall 008 decommissioning. The City will <br /> prepare any needed bid or construction documents. For the Swale Work environmental <br /> characterization, Floyd I Snider staff will collect samples from test pits, stockpiles or excavation <br /> sidewalls, and a drilling subcontractor will not be necessary. It is also assumed that laboratory <br /> services will be contracted directly to the City or completed by the City. <br /> Task 3100— K-C Mill Utility Easement Support and Site Remediation Coordination (New Task) <br /> Scope: FIS will provide continued environmental consulting services to support the City in <br /> implementation of obligations within the Utility Easement (as defined in the Purchase and Sale <br /> Agreement between the City and K-C). In addition, FIS will support the City with review of <br /> remedial activities conducted by others at the K-C Mill Site in compliance with the Agreed Order <br /> with Ecology or future amendments. These services are detailed further below: <br /> • Support to the City in development of a Work Plan for decommissioning of the existing <br /> City Outfall PS-04, and coordination with Ecology for approval and documentation. <br /> o Sampling of material requiring off-site disposal. <br /> o Support to the City during construction oversight. <br /> o Consulting to the health and safety needs. <br /> • Review of process and documents related to definition and completion of remediation <br /> activities conducted by others on K-C Mill Site as defined in the Interim Action Plan <br /> approved by Ecology. <br /> • Observation of remediation activities conducted by others on the Utility Property or <br /> Utility Easement Area. <br /> Assumptions: It is assumed that the City will conduct decommissioning of PS-04, utilizing <br /> requirements similar to those defined in the K-C Mill Site Interim Action Plan approved by <br /> Ecology. The City will provide construction management for that work and will hire as needed <br /> the construction contractor for the work. As necessary, Floyd I Snider staff will collect samples <br /> from test pits or stockpiles, and a drilling subcontractor will not be necessary. It is also <br /> assumed that laboratory services will be contracted directly to the City or completed by the <br /> City.
