EVERETT <br /> WASHINGTON <br /> City of Everett Human Needs Grant <br /> January 1, 2019 through December 31, 2019 <br /> Exhibit A <br /> Program Summary <br /> Organization&Program: Assistance League:Operation School Bell <br /> Assistance League of Everett (ALE) is an all-volunteer organization whose philanthropic projects promote <br /> the well-being and self-esteem of children,teens, and adults in Snohomish County. <br /> ALE provides a variety of educational and "basic needs" services for vulnerable children, adults and families <br /> throughout Snohomish County. In our last fiscal year, 355 ALE volunteers donated 79,949 hours of <br /> service to about 7,700 individuals. We have no paid employees, and all ALE programs are planned, <br /> managed, staffed, and evaluated by highly-trained volunteers. ALE is a local chapter of National <br /> Assistance League. While we are a fully independent organization, as a condition of our charter we must <br /> adhere to a rigorous set of guidelines established at the national level that govern all aspects of agency <br /> operations including service delivery and fiduciary responsibility. All of our programs are unique and <br /> designed to address acute community needs and to fill gaps in the network of services provided by other <br /> agencies. We are the only organization providing new school clothing and shoes for low-income <br /> students in the 15 Snohomish County school districts served by the program. Our educational programs <br /> help teens, community college students, and developmentally delayed adults to achieve self-sufficiency <br /> and personal empowerment.Transitional programs help teens and adults with job appropriate clothing <br /> while they are working toward self-sufficiency. Our family support program helps displaced families <br /> recover from catastrophic events. And, our support for the victims of abuse helps to comfort <br /> traumatized children and adults. <br /> Operation School Bell (OSB) is a City of Everett institution and has been in continuous operation since <br /> 1965. The program began in Everett more than 50 years ago, and Everett is still our largest <br /> community of service by far. OSB serves low-income students in direct aid of their education. <br /> Offered in cooperation with the Everett School District and other Snohomish County Districts, <br /> ALE's in-facility OSB program outfits thousands of children with a warm coat, gloves, hat, sweat <br /> shirt, three pairs of jeans or sweat pants, three T-shirts, six pairs of underwear, six pairs of <br /> socks, and a personal hygiene kit with shampoo, toothpaste, toothbrush, floss, soap, comb or <br /> brush, etc. Last year the in-facility program served 3,511 Snohomish County boys and girls with <br /> 1,243 of these from the Everett School District. Most of the children we serve are ages 4-13 <br /> years old. <br /> Shoes are provided to children who are most in need. Last year almost 60% of the students we <br /> served through the in-facility program received the shoes in addition to their allotment of new <br /> school clothing and grooming supplies. <br /> The Teen Retail Program is an adjunct of OSB and was specifically developed to meet the needs <br /> of high school students.
