1 (7) the Easterly portions of Lots 9 to 19 , inclusive, Block 4 and continuing Southerly and Southeasterly 2 through unplatted property to the Northeast corner of Lot 122 , Valley View, and continuing along the 3 East line of 122 to the existing sewer line at Manhole No. 2 in the plat of Valley View. 4 By the installation of 8-inch concrete sanitary sewer 5 system and necessary appurtenances; said system to in- clude all incidental material and work necessary for a 6 complete improvement. 7 All of the aforesaid improvements shall be in accordance 8 with plans prepared by the City Engineer, which plans and 9 specifications are hereby adopted and approved. 10 Section 3 : That the cost and expenses of the improvement, 11 including but not limited to, all necessary and incidental ex- 12 penses or fees or property acquisition cost, shall be borne by 13 and assessed against the property included in the assessment dis- 14 trict herein created. The cost and the expenses of the im- 15 provement to be assessed against the property, including the 16 assessment district herein created, shall be assessed in 17 accordance with the special benefits derived from the improve- 18 ment without regard to the zone and termini method of spread- 19 ing assessments . The City shall not be liable in any manner 20 for any of the remaining expenses and costs of the improvement. 21 Section 4 : In the event that funds from grants or 22 sources other than funds from the City of Everett become 23 available for the hereinafter described Local Improvement 24 District such funds will be used to defray some of the cost of 15 the improvement to the property within the Local Improvement 26 District hereinafter described. 27 Section 5 : That there is hereby established a LOCAL 28 IMPROVEMENT DISTRICT TO BE KNOWN AS "LOCAL IMPROVEMENT DIS- 29 TRICT NO. 694" WHICH DISTRICT SHALL INCLUDE THE FOLLOWING 30 DESCRIBED PROPERTY LOCATED IN EVERETT, SNOHOMISH COUNTY, 31 WASHINGTON : 32
