• <br /> ORDINANCE NO. /14" 72 <br /> AN ORDINANCE amending Everett City Code <br /> Section 15. 04. 070 (Ordinance 96-70, <br /> Section 1), dealing with zoning and special <br /> property use permits. <br /> WHEREAS, the Planning Commission of the City of Everett held public <br /> hearings on the 21st day of December, 1971, and made recommendations <br /> to the City Council proposing certain changes in the zoning ordinance, and <br /> WHEREAS, the City Council of the City of Everett did approve said <br /> recommendations, <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: That Everett City Code, Section 15. 04. 070 (Ordinance No. <br /> 96-70, Section 1) is hereby amended to read as follows: <br /> "15. 04. 070 - General Provisions - Special Property Use: <br /> Uses which, because of their unique nature, cannot be classified as <br /> to specific location or land use zone will be granted a Special <br /> Property Use Permit only after a public hearing by the Planning <br /> Commission and approval by City Council. <br /> Uses permitted under this section must meet the following standards <br /> and guidelines: <br /> 1. The proposed use must be reasonably compatible with <br /> other uses and potential use within the general area in <br /> which the use is proposed to be located. <br /> 2. The use must not have serious adverse effect on the ecology <br /> and/or environment of the community. <br /> 3. The use must serve the public convenience and necessity. <br /> The following types of uses shall be considered under this section: <br /> 1. Governmental or Quasi Governmental Activities: <br /> Including, but not limited to schools (public or private), parks, <br /> utility substations, airfields, public buildings, vocational education <br /> centers or other similar uses satisfying a public need and under <br /> governmental control. <br /> 2. Community Service Facilities: <br /> Including, but not limited to day-care centers, nursery schools, <br /> hospitals, sanitariums, churches, drug abuse and alcoholic <br /> treatment centers, halfway houses, charitable organizations, <br /> non-profit service groups, juvenile care and treatment centers <br /> and other similar uses which provide social, health and welfare services <br /> for citizens. <br /> 3. Activities Requiring Large Land Areas: <br /> Including, but not limited to airports, golf courses, campgrounds, <br /> parks, cemetaries, convention centers or other major activities <br /> which because of the scope of development cannot be classified by <br /> specific location. <br />
