Section 3 : That the cost and expenses of the improvement, including but not limited to, all necessary and incidental expenses or fees or prop- erty acquisition costs , shall be borne by and assessed against the property included in the assessment dis- trict herein created. The costs and the expenses of the improvement to be assessed against the property, including the assessment district herein created , shall be assessed in accordance with the special benefits derived from the improvement without regard to the zone and termini method of spreading assess- ments . The City shall not be liable in any manner for any of the remaining expenses and costs of the improvement. Section 4: That there is hereby established a LOCAL IMPROVEMENT DISTRICT TO BE KNOWN AS "LOCAL IMPROVEMENT DISTRICT NO. r'?
