FIRE DEPARTMENT I mown, <br /> April 30,2018 <br /> Phil Estep <br /> 1831 Rucker Avenue <br /> Everett,WA 98201 <br /> Re:Storehouse Mini-storage,3816 Smith Avenue,Everett,WA 98201 <br /> Dear Mr.Estep, <br /> Per our conversation on April 26,2018 with the Everett Building Official,Tony Lee,the use of your <br /> mini-storage facility,referred to above,is limited to the storage of household goods and furniture.With <br /> the exception of the 12 units in one of your buildings built specifically for the use of band practice.The <br /> only approved"Occupancy Type"for the facility is S1 -Storage,as indicated on your occupancy permit. <br /> No residential use or sleeping is allowed in any of the units. <br /> During our meeting,you provided a number of photos of the existing use of your complex.Your photos <br /> provided clear evidence that you have expanded the"band practice"use well beyond that permitted in <br /> your 2012 remodel.The single building that was reconstructed after the fire on December 24,2011,in <br /> which one person died and a firefighter was injured,is the only building in which band practice is <br /> permitted.All the other buildings are excluded from this use. <br /> As you were shown on the emergency response summary,the fire department has responded to an <br /> unusual number of Emergency Medical Responses to this particular facility over the past few years.It is <br /> typical for fire departments to respond to mini-storage facilities less than 5 times during the life of the <br /> structures,or 50 years.Your complex has had three fires,two deaths,and an injured firefighter in less <br /> than 9 years.Including the 20 Emergency Medical Responses and 4 service calls.That is well beyond the <br /> norm.I also indicated that the response summary only provides response data where the caller knew the <br /> address of the complex.It does not include calls to 911 without a specific address. <br /> If your facility were built today,it would include fire sprinklers.However,since your complex pre-dates <br /> the code requirement,your facility is exempted-until the next fire or major remodel.Mr.Lee gave you <br /> the option of expanding your business model with fire sprinklers or an on-site caretaker.At the time of <br /> our meeting,you rejected both options. <br /> You have until June 15,2018,to remove all renters sleeping on the premises and to limit the band <br /> practice units those allowed on your permit from 2012.The fire department will begin semi-monthly <br /> inspections in May 2018 until we are convinced the property is converted to the permitted use. <br /> If you have any questions or comments,please contact me at your convenience. <br /> Sincerely, --- - r {r. r <br /> Th <br /> LeRoy W.Mcl lty;F ri7 r al <br /> Everett Fire Department <br /> 2930 Wall Street,Suite 7A <br /> Everett,WA 98201 <br /> lmenulty@a,everettwa.gov <br /> 425-527-8121 <br /> EVERETT FIRE DEPARTMENT•2930 Wetmore AVE STE 7A•Everett WA 98201•(425)257-8120•Fax(425)257-8139 <br /> www.everettflre.org <br />
