(Terracon) is pleased to present this proposal to the City of Everett- <br /> Public Works Department (Client) to complete a pre-demolition regulated building materials <br /> (RBM) assessment of the former water treatment facility (the site) located at 2600 Federal <br /> Avenue in Everett, Washington. The RBM assessment will include an evaluation of the interior, <br /> exterior, and roof of the buildings and structures present at the site. An aerial photograph <br /> depicting the (buildings and infrastructure) is including for reference in Figure 1 (attached). If <br /> locations or conditions present in the attached figure are not accurate, please let us know. In <br /> addition, Terracon will provide a rough order of magnitude (ROM) cost estimate for pre- <br /> demolition removal of asbestos and other regulated building materials identified at the site. <br /> PROJECT INFORMATION <br /> The site includes four buildings, one shed, and multiple water treatment structures located (see <br /> attached figure). The site was reportedly constructed in 1980 as a water treatment facility and is <br /> currently not in operation. Terracon understands that the City of Everett plans to acquire the site <br /> for redevelopment and plans demolish and/or remodel areas of the site. <br /> We understand that the Client is requesting an RBM assessment including asbestos-containing <br /> materials (ACM), lead-containing paints (LCP), Polychlorinated Biphenyl (PCBs)-containing light <br /> ballasts, mercury-containing sources, and other regulated building materials including high <br /> intensity discharge lamps (HIDs including sodium vapor, mercury vapor, and metal halide), prior <br /> to demolition or redevelopment.
