(Terracon) is pleased to present this proposal to the City of Everett- Public Works Department (Client) to complete a pre-demolition regulated building materials (RBM) assessment of the former water treatment facility (the site) located at 2600 Federal Avenue in Everett, Washington. The RBM assessment will include an evaluation of the interior, exterior, and roof of the buildings and structures present at the site. An aerial photograph depicting the (buildings and infrastructure) is including for reference in Figure 1 (attached). If locations or conditions present in the attached figure are not accurate, please let us know. In addition, Terracon will provide a rough order of magnitude (ROM) cost estimate for pre- demolition removal of asbestos and other regulated building materials identified at the site. PROJECT INFORMATION The site includes four buildings, one shed, and multiple water treatment structures located (see attached figure). The site was reportedly constructed in 1980 as a water treatment facility and is currently not in operation. Terracon understands that the City of Everett plans to acquire the site for redevelopment and plans demolish and/or remodel areas of the site. We understand that the Client is requesting an RBM assessment including asbestos-containing materials (ACM), lead-containing paints (LCP), Polychlorinated Biphenyl (PCBs)-containing light ballasts, mercury-containing sources, and other regulated building materials including high intensity discharge lamps (HIDs including sodium vapor, mercury vapor, and metal halide), prior to demolition or redevelopment. The areas of the site that will be evaluated during this HBM assessment include the interior, exterior, and roof of the buildings and structures on site (hereafter referred to as the project area).
