The above rates insofar as they establish minimum rates <br /> shall not apply to any passenger carried pursuant to a contract between the licensee <br /> and any educational or medical institution or any handicapped vocational center if <br /> such contract or satisfactory evidence thereof has theretofore been filed with the City Clerl <br /> Section 17: Every cabulance operator shall keep at the location for which his <br /> operator's license is issued a chronological record showing each call for cabulance <br /> service ordered or made and the name and address of the person calling for said <br /> service, the name of the driver who responded thereto, the number of the cabulance, <br /> the time and place of the origin and of the end of each cabulance trip and the fee <br /> charged, and shall upon request of any person paying a cabulance charge furnish a <br /> receipt showing such information. Such records shall at all reasonable times be <br /> open to the inspection of the City Clerk or Chief of Police or the agents of either. <br /> Section 18: Every person, firm or corporation operating a cabulance in the City <br /> of Everett shall file with the City Clerk the schedule of rates to be charged for the <br /> operation of their cabulance within the City limits of the City of Everett. It shall be <br /> unlawful for any person, firm or corporation to make any other charges, either more <br /> or less, for said services rendered by such person, firm or corporation than as set <br /> forth in said rate schedule. Such person, firm or corporation shall further cause <br /> to be posted in every cabulance a card containing a schedule of said rates. Said card <br /> shall be posted in a prominent place in said cabulance and the Chief of Police shall <br /> have the power in his discretion to designate the place of posting in said cabulance <br /> and the size of the said card, provided, that said filed rates shall not be changed until <br /> the proposed changes in rates are filed with the City Clerk for a period of 30 days. <br /> Section 19: Any driver of a cabulance who should charge any passenger more <br /> than the maximum fares provided for in Section 16 hereof, shall upon conviction <br /> thereof be punished in addition to the other penalties herein provided by having <br /> his cabulance driver's permit suspended by the City Clerk for a period of not <br /> less than six months nor more than one year. <br /> Section 20: Any driver of a cabulance employed to carry passengers to a <br /> definite point shall make the most direct route possible that will carry the passengers <br /> safely and expeditiously to his destination. <br /> Section 21: It shall be unlawful for anyone engaged in the business of operating <br /> a cabulance to knowlingly employ a driver who has within one year been convicted <br /> of driving any motor vehicle while intoxicated. <br /> Section 22: If any driver of a cabulance shall be convicted of driving such <br /> vehicle while under the influence of intoxicating liquor or narcotics the cabulance <br /> driver's permit of such driver shall be suspended or revoked by the City Clerk, <br /> and he shall not be granted a cabulance operator's permit for a period of at least <br /> one year from the date of such conviction. <br /> -5- <br />
