Per the City's NPDES Permit—which over-rides the manual—there is a comma and an <br /> "or" after each of the first two items—please see my additions to your list below. That means that if any one of those <br /> thresholds apply,flow control is required—the last item does not need to be true also. In addition,the only way to <br /> render an impervious area "ineffective" is to achieve full dispersion of the runoff in accordance with Ecology BMP T5.30 <br /> (which requires 65%of the drainage area to have native vegetation)or to fully infiltrate the runoff in accordance with <br /> Ecology criteria. <br /> Are all y'all sure you can't find some impervious area "credit" in the Powder Mill pond design—just enough to get you <br /> under 5,000 square feet in the Japanese Creek basin—so that I can approve this project without making you do <br /> something that just doesn't make sense? Or might shallow infiltration areas in the grass get you where you need to be <br /> with respect to effective impervious area? I'm sorry, I really am,that this project has turned into such a hairy big deal. <br /> By the way,this type of situation is the main reason I'm looking to retire absolutely as soon as possible—stormwater <br /> regulations don't make sense anymore and I'm embarrassed to have to enforce them.
