7. The area from 1000 through 4100 block of Broadway Avenue and two <br /> blocks east and west is a current SODA area and I believe should remain <br /> so for the next two years. This area contains a number of motels, some of <br /> which are popular with drug dealers to sell from. This area also contains a <br /> Safeway Store and McDonald's Restaurant. ACT has made narcotics <br /> arrests in the parking lots of both locations. Within the last few months I <br /> was in the McDonald's parking lot and observed numerous pieces of <br /> aluminum foil on the ground with black residue on them. Aluminum foil is <br /> used to package and smoke heroin and heroin leaves a black residue. <br /> 8. The area from 3200 block of Smith Avenue to the 3900 block of Smith <br /> Avenue is a current SODA area and I believe should remain one for the <br /> next two years. This area contains the Everett Transit Center, a major <br /> transportation hub for the City of Everett and Snohomish County. The vast <br /> majority of citizens who use the Transit Center are law abiding citizens <br /> going to and coming home from work and other activities. Unfortunately <br /> the Transit Center is also where many narcotics sales take place. I <br /> obtained this information from Officer M. Bernardi who is assigned to the <br /> Everett Police Department Bicycle Unit which frequently patrols the Transit <br /> Center and surrounding area. <br /> 9. The entire area on Casino Road from Evergreen Way to Airport Road and <br /> two blocks north and south of Casino Road is a current SODA area and I <br /> believe should remain so for the next two years. ACT conducted an <br /> extensive narcotics investigation involving 629 East Casino Road that <br /> culminated in the service of a search warrant by the Everett Police SWAT <br /> Team. The Snohomish County Regional Drug Task Force (SRDTF) <br /> routinely serves narcotics search warrants in this area. <br /> 10.The area from 1000 block to the 3200 block of Hewitt Avenue and two <br /> blocks north and south of this area is a current SODA area and I believe <br /> should remain so for the next two years. This area contains several bars <br /> and the Everett Events Center. ACT has made arrests for narcotics <br /> related crimes in this area. <br /> 11.The entire area of Evergreen Way from the 4700 block south to the city <br /> limits and two blocks east and west is a current SODA area and I believe <br /> should remain so for the next two years. This area has businesses and <br /> motels which have had narcotics activity take place in them and in the <br /> surrounding area. <br /> Page 2 of 4 <br />
