R OFFICE <br /> 5 <br /> Stay Out of Drug Areas <br /> Declaration of Sergeant Michael McAvoy <br /> October 2013 <br /> I, Michael McAvoy, certify or declare under penalty of perjury under the laws of the <br /> State of Washington that the following is true and correct: <br /> 1. I am a Sergeant with the Everett Police Department. My current <br /> assignment is in Patrol. From February 2011 until October 2013 I was the <br /> Sergeant of the Anti Crime Team (ACT). ACT focuses on problem <br /> locations in the city with the goal of reducing crime, including narcotics <br /> related crimes, proactively. <br /> 2. I have been a commissioned Police Officer since October 1993, starting <br /> with the Honolulu Police Department (HPD). While employed with HPD I <br /> purchased narcotics in an undercover capacity approximately five times. <br /> In February 1997 I was hired by the Everett Police Department. I have <br /> worked in Patrol and was an officer in ACT when it was established for <br /> approximately two years. I have been a Master Police Officer responsible <br /> for training new officers and was promoted to Sergeant in March 2009. <br /> 3. I have made or been involved in hundreds of narcotics arrests in both <br /> Honolulu and the City of Everett, including Stay Out of Drug Areas <br /> ("SODA") Order violations. I have attended numerous hours of training <br /> related to narcotics investigations. <br /> 4. While preparing this document I consulted with Officer C. Bennett who is <br /> currently assigned to ACT and was a member during the time I was the <br /> ACT Sergeant. I know he has extensive knowledge of narcotics activity <br /> throughout the city. <br /> 5. The purpose of this declaration is to provide information on active SODA <br /> areas and, in my opinion, based on my training and experience, they <br /> should remain SODA areas. <br /> 6. The area of North Broadway Avenue 700 through 1000 block and two <br /> blocks east and west is a current SODA area and I believe should remain <br /> so for at least the next two years. This area includes Everett Community <br /> College which has grown in size over the last two years. The student <br /> population is a potential customer source for drug dealers. <br /> Page 1 of 4 <br />
