RESOLUTION NO. E V E R E T T WASHINGTON A RESOLUTION concerning 2018 Supplemental H Community Development Block Grant and HOME Funds reallocations and Annual Action Plan Amendment. WHEREAS, the Everett City Council recognizes the need for certain housing and community development programs in Everett; and WHEREAS, Community Development Block Grant (CDBG) funds have been made available through the United States Department of Housing and Urban Development (HUD) to provide for these programs; and WHEREAS, through Interlocal agreements, the City of Everett received HOME funds from Snohomish County every year; and WHEREAS, on June 20, 2018 the City Council approved the initial 2018 funding allocations; and WHEREAS, on December 12, 2018, the City Council approved 2018 Supplemental I funding allocations; and WHEREAS, The City Council approved the 2019 Annual Action Plan on March 20, 2019; and WHEREAS, due to receipt of additional unexpected program income from loan payoffs and other factors during the 2018 Program Year, unused CDBG funds are available for disbursement; WHEREAS, HUD rules require timeliness of grant expenditure; WHEREAS, the Citizens Advisory Committee for Housing and Community Development (CAC) has studied the housing and community development needs and priorities for Everett and has made its recommendations for CDBG funds; and WHEREAS, the CAC held a public meeting on June 5, 2019 and made recommendations for the supplemental funding round projects; and WHEREAS, the Everett City Council has reviewed the recommendations from the CAC; and WHEREAS, the 2018 Supplemental 11 Funding Reallocations and 2019 Annual Action Plan amendment are proposed in cooperation with Snohomish County and local non-profit providers through notice and consultation as required by HUD; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT THAT: 62
