In the past, Naval Station Everett has focused a great deal on the topic of <br />land use compatibility and encroachment, and steps have been taken to protect both military and <br />community assets through the adoption of EMC 19.26.020(17) and Policy 2.8.4 of the Everett <br />Land Use Element. These provisions were developed to address potential encroachment of <br />Naval Station Everett's operating space by ensuring that land use actions and individual project <br />decisions do not constrain or impede the performance of naval activities. <br />From 2018 to 2019, the City of Everett conducted extensive outreach to develop the <br />Shoreline Public Access Plan. The public was well represented, including property owners <br />within the M2 zoning district, where potential public access would be directly at odds with the <br />industrial and military uses allowed in the zone. Naval Station Everett provided comment to <br />explain that recreational public access at the former Kimberly Clark site adjacent to the <br />installation conflicts with our operational, safety, and security requirements. Up until this <br />council meeting, there was no public access proposed at this location. <br />The City's Shoreline Public Access Plan approved by the Planning Commission, along <br />with the Port of Everett's 2019 Public Access Report, provides a wide variety of recreational and <br />public access opportunities in this section, and these public access opportunities do not have an <br />impact on Naval Station Everett's ongoing operations, safety, or security. <br />It is for this reason that Naval Station Everett does not support the proposed plan to allow <br />public access at the Everett Water Treatment facility and respectfully requests that it not be <br />considered for inclusion within the Shoreline Public Access Plan at this time. Should the council <br />nevertheless adopt the plan, Naval Station Everett respectfully requests ongoing coordination in <br />the development of access options to protect both our mission and the public's interest. <br />
