FYR <br /> Introduction <br /> The City of Everett Public Works Department operates the City's drinking water system and also <br /> delivers water to several other communities in Snohomish County. Washington State <br /> Department of Health (DOH) regulations at Chapter 246-290-100 Washington Administrative <br /> Code require that large public water systems submit an updated comprehensive water plan <br /> (CWP) periodically. Everett's last full CWP was approved in 2007; and an Addendum was <br /> approved in 2014. The 2014 approval indicates a due date of April 2021 for the next full CWP <br /> Update. The City has selected HDR Engineering, Inc. (HDR) to prepare the updated CWP, and <br /> this scope describes HDR's services and deliverables, as well as City responsibilities and key <br /> assumptions. <br /> General Assumptions <br /> • All deliverables except for the CWP itself will be provided in the form of one draft followed by <br /> one final version, and will be provided solely via electronic transmittal (see Task 18 for <br /> specification of the CWP deliverable.) <br /> • City staff will provide comments on all deliverables within two weeks of receipt, or as noted <br /> specifically in an agreed project schedule to be developed under Task 1. Comments will be <br /> provided in a single, consolidated copy that reconciles any differences in the comments <br /> provided by multiple City staff. <br /> • City staff will participate actively in the CWP project, through meetings, calls, provision of <br /> necessary data from City records, and review of HDR work products. In order to meet <br /> overall project deadlines, the completion of all activities identified for City staff will comply <br /> with the agreed schedule developed under Task 1. <br /> Task 1 Project Management <br /> 1 .1 Objective <br /> Manage delivery of the Comprehensive Water Plan project consistent with the scope, schedule and <br /> budget. Monitor and administer team compliance with schedule and budget, oversee application of <br /> quality assurance and quality control procedures, and provide for orderly filing of all project materials <br /> over the duration of the project. <br /> 1 .2 HDR Services <br /> 1. Perform project setup activities including establishment of project accounting data, project files, <br /> and a project guide. <br /> 2. Conduct a Project Approach and Resource Review consistent with HDR's internal quality <br /> assurance program. <br /> 3.
