4. Evaluate and assist the City in formulating earthquake resistant pipe policy which will be
incorporated into the CWP.
5. Prepare brief summary text for the CWP documenting recent steps taken to evaluate and
improve resiliency.
4.3 City Responsibilities
1. Meet with HDR in up to two 3-hour sessions to review the City's resiliency evaluations, and an
additional 2 hour session to review findings from the gap assessment.
2. Provide available data to HDR, including the City's 2002 Vulnerability Assessment and 2012
Water System Vulnerability Assessment.
3. Provide previously performed hydraulics evaluation and preliminary design of Panther Creek
piping improvements connections and valve station configuration
4. Provide as-built drawings of Reservoir No. 3 primarily related to the buried concrete reservoir
and associated yard piping to existing pump stations.
5. Provide confined space entry personnel and equipment(i.e., tripods, fans, ventilation, etc.) at
Reservoir No. 3 including ladders or scissors lifts to inspect the ceiling.
4.4 Assumptions
1. HDR does not currently have full information needed to fully scope new or updated evaluations
that may be necessary in order for the City to certify its compliance with AWIA Section 2013.
Performance of updated risk and resilience evaluation will be limited to those that can be
completed using the budgetary resources assigned to this task. This task may result in scoping
of more in-depth analysis to be addressed by City staff or through a contract amendment.
2. This task does not include updating or preparing an emergency response plan in compliance
with AWIA. If the review included in this task demonstrates a need to update or prepare an ERP,
the necessary services would be contracted through a contract amendment.
3. The City will temporarily take Reservoir No. 3 out of service and drain it to allow HDR to perform
a visual site inspection of the reservoir. Inspection will not include invasive testing or structural
analysis.
4.5 Deliverables
1. Technical memorandum of up to 15 pages outlining requirements of AWIA S2013, findings
regarding the City's compliance based on prior and existing assessments, and recommendations
for steps necessary to become compliant, if applicable.
2. Technical memorandum of findings and recommendations regarding potential improvements at
Reservoir No. 3 and Panther Creek Facility.
3. Draft text for inclusion in the CWP summarizing the City's recent and planned actions to improve
resiliency against natural hazards and malevolent acts (limited to information that will not
undermine security).
Everett Comprehensive Water Plan June 12, 2019
Exhibit A—Scope of Services Page 6 of 30
