Task 5 Service Policies, Plans, and Agreements <br /> 5.1 Objective <br /> Prepare CWP chapter updating and describing City service policies, plans and agreements. <br /> 5.2 HDR Services <br /> 1. Create up to four maps showing the following: <br /> • The City's retail and wholesale (direct and indirect) service areas for the current, 10-year, <br /> and 20-year time frames; <br /> • Surrounding utility service areas; <br /> • The City's municipal boundaries and potential annexation areas; <br /> • County and urban growth area boundaries; <br /> • North Snohomish County Coordinated Water System Plan (CWSP) boundary; <br /> • Zoning or land use within the City retail service area and within the wholesale service area. <br /> 2. Summarize the City's water service ordinances. <br /> 3. Describe the City's intertie agreements with its wholesale customers, as well as any emergency <br /> supply commitments to neighboring utilities which are not wholesale customers. <br /> 4. Summarize aspects of regional water service obligations and land use from the following related <br /> plans: wholesale customer water system plans, any updates to the 1991 North Snohomish <br /> County CWSP completed since the 2007 CWP, the City's Comprehensive Plan, the Snohomish <br /> County Comprehensive Plan, and the most recent Snohomish River Basin Salmon Conservation <br /> Plan. Evaluate whether the City's CWP is consistent with these plans. <br /> 5.3 City Responsibilities <br /> 1. Provide the source data needed, per the data request associated with Task 2, including map <br /> data layers, City water service ordinances, City intertie agreements, and related plans produced <br /> by the City. <br /> 5.4 Assumptions <br /> 1. Source data will be readily available; either from the City, Snohomish County, or other sources <br /> and all map data will be available in GIS format. <br /> 2. For any planning documents that are considered outdated or no longer relevant, City and County <br /> planning staff will be able to readily provide information suitable for characterizing appropriate <br /> planning assumptions for purposes of the CWP. <br /> 5.5 Deliverables <br /> 1.
