Task 10 Watershed Control Program
10.1 Objective
Remove outdated information from the City's existing Watershed Control Plan, and edit the plan to
reflect current conditions and priorities.
10.2 Consultant Services
1. Review the existing Watershed Control Program dated October 2006. Meet with City staff who
lead watershed control activities to distinguish information that remains current from information
that needs to be updated. The watershed plan is approximately 50 pages long, plus addenda
comprising an additional 130 pages.
2. Collaborate with City staff to update meteorological, hydrological and water quality data
presented in the Watershed Control Program. HDR will focus on meteorological and
hydrological data. The City will provide updated information on water quality, watershed patrol,
changes in land ownership or management agreements, and current priorities.
3. As applicable, incorporate information from the Water Supply Forum's Resiliency Study, related
to water quality conditions and associated risks in the Puget Sound region's drinking water
watersheds. For example this includes risks from wildfires and volcanic eruptions. Supplement
with information developed by the City that is specific to the Sultan River and Spada Reservoir
watershed.
4. Revise the Watershed Control Plan based on results from the activities listed above.
10.3 City Responsibilities
1. Provide markups indicating items within the program document that need to be updated or
modified.
2. Provide any maps or GIS data held by the City that are needed for the Watershed Control Plan
update.
3. Provide input regarding past events, ongoing watershed control actions, and priorities for the
next 10 years.
4. Provide any updated or new agreements or other addenda needed to update the Watershed
Control Plan.
10.4 Assumptions
1. The updated Watershed Control Program document will be similar in content and length to the
2006 document.
2. In-depth analysis of watershed processes or water quality data will not be needed to complete
this task. However, existing statistics summarizing conditions will be gathered and reported.
Everett Comprehensive Water Plan June 12, 2019
Exhibit A—Scope of Services Page 15 of 30
