Connection and System Development Charges— Review the current connection charges <br /> applicable to new development and redevelopment. In light of the recommended CIP, <br /> recommend possible updates, adjustments, or other fees for revenue generation for new growth <br /> related facilities. <br /> 6. Rate Forecast and Impacts— Develop a water rate forecast that incorporates the operating costs <br /> and capital improvements identified in the plan. Provide a rate transition plan of any required <br /> rate revenue adjustments as well as total annual revenues and expenses. <br /> 7. Chapter for CWP covering the financial plan. <br /> Task 18 CWP Document Production <br /> 18.1 Objective <br /> To prepare a full plan document for review and approval by the State Department of Health, State <br /> Department of Ecology, and City Council. To provide for required reviews by local agencies, <br /> wholesale customers, and adjoining utilities. <br /> 18.2 HDR Services <br /> 1. Assemble the final chapters and supporting memoranda into the final CWP and appendices <br /> document. <br /> 2. Prepare an Executive Summary of the plan to be included at the front of the plan document. <br /> 3. Provide four iterations: 1)working draft of compiled plan for City staff review; 2) updated draft for <br /> distribution to wholesale customers, adjoining utilities, local planning jurisdictions and State <br /> Department of Health; 3) final draft for City Council consideration; and 4)final plan document. <br /> 4. Prepare a 2-page submittal checklist per DOH requirements. <br /> 5.
