6. Prepare written, itemized responses to up to 50 comments (total)from local planning agencies, <br /> wholesale customers, and adjoining water systems. <br /> 18.3 Client Responsibilities <br /> 1. Assign appropriate City staff to review each iteration of the plan document and provide all <br /> comments appropriate for advancing to the next stage of review, in a single, consolidated <br /> format. <br /> 2. Reach out to local agencies, wholesale customers and adjoining utilities to encourage their <br /> reviews to be completed on time. <br /> 3. Meet with the City Council to present the plan and to receive feedback prior to adoption of the <br /> plan. <br /> 18.4 Assumptions <br /> 1. Four iterations will be sufficient to develop a final plan ready for adoption. <br /> 2. Both the City and HDR will stamp the plan with the engineer's certification. <br /> 3. The plan will be similar in length to the 2007 CWP: approximately 250 pages long, plus <br /> appendices of up to 1,500 additional pages. <br /> 4. City staff will prepare cover letters and standard email communications for delivery of the draft <br /> plan to DOH, Ecology, wholesale customers, local planning agencies and adjoining water <br /> systems. <br /> 5. Mailing costs paid by HDR will be limited to one copy each of the draft plan and one copy each <br /> of the final plan sent to DOH, Ecology and Snohomish County (with appendices). <br /> 6. The City will perform all activities necessary to comply with the State Environmental Policy Act <br /> (SEPA). SEPA compliance will require minimal input from HDR. <br /> 18.5 Deliverables <br /> 1. Four iterations of the CWP as specified above. These will be provided in the following formats: <br /> • Electronic versions of the document in Word and PDF formats, delivered via file transfer. <br /> • Three printed copies of the draft and final CWP documents only, including appendices, for <br /> submittal to DOH, Ecology and Snohomish County (i.e. draft submitted for their review; plus <br /> final submitted for their files). <br /> • Ten additional printed copies of the final CWP only, including appendices. <br /> • Copy-ready original paper copy of the final document only, with appendices. <br /> 2. 2-page submittal checklist using DOH standard form. <br /> 3.
