Section 89-A. 46 .14 . 305 City, Council - Authority . <br /> a: The City Council of the City of Everett may, by ordinance, ' . <br /> after study and report by the City Engineer and recommend- <br /> ations by the Mayor: <br /> Designate any city streets or alleys for one-way traffic; <br /> Designate a street as an arterial street <br /> Close or authorize closure , of any street or portion <br /> thereof to any or all traffic, on a permanent basis . <br /> b. The City Council of the City of Everett may , by resolution, <br /> after study and report by the City Engineer and recommend- <br /> ation by the Mayor: <br /> Establish parking meter zones , and prescribe the maximum lengths of <br /> time for which vehicles may park in the parking meter zone; <br /> Designate street or alley areas where stopping, standings , or <br /> parking shall be regulated, restricted, or prohibited. <br /> Alter the speed limit on any street from the limits established <br /> in Section 46 .61 . 400 . <br /> Establish bus and taxi zones which shall be appropriately marked <br /> and maintained and shall be subject to the restrictions and <br /> provisions of this title relating to such zones . <br /> Establish funeral zones along the curb in any street adjacent to <br /> funeral parlors or churches for the purpose of relieving the <br /> congestion of traffic attendant to funeral services . <br /> Establish along the curb in any street near the municipal building, <br /> the fire stations , other city buildings and installations and at <br /> such other places as may be reasonable necessary, restricted <br /> parking zones for the purpose of facilitating the work of the <br /> police, fire and other departments of the city . <br /> Designate any streets , parts of streets , or specific lanes thereon <br /> upon which vehicular traffic may proceed in one direction during a <br /> given period of time and the opposite direction during another <br /> period of the day on a permanent basis . <br /> Section 90 . 46 . 14 . 310 Closing of streets or sidewalks by City <br /> Engineer. Whenever the condition of any city street or sidewalk, <br /> or any portion of either a street or sidewalk, either newly <br /> constructed, repaired or improved, or of prior construction, or <br /> any part thereof is such that its use or continued use by <br /> vehicles will greatly damage such street, or sidewalk or portion <br /> of either, the city engineer is authorized to close such street, <br /> or sidewalk, or portion of either to travel by all vehicles , or <br /> pedestrians, or to any class of vehicles for such period as <br /> the city engineer shall determine: Provided, that before any <br /> street is closed to vehicles or any class of vehicles under this <br /> Title, a notice of the date on and after which the street or <br /> any part thereof shall be closed, and the period of such closing, <br /> and whether it shall be closed to all vehicles or to vehicles <br /> of a particular class or classes , shall be published in one <br /> issue of a newspaper printed and published in the City of Everett; <br /> and a like notice shall be posted on or prior to the date of <br /> publication of such notice, in a conspicuous place at each end <br /> of the street or part of said street to be closed; provided, that <br /> no such street shall be closed sooner than three days after the <br /> publication and posting of the notice herein provided for: Provided, <br /> however, in cases of emergency, the Mayor may , without publication <br /> or delay, close streets temporarily by causing notices to be <br /> posted at each end of , and at, all cross streets and all streets <br /> leading into, or out from, any street to be temporarily closed. <br /> In all emergency cases as herein provided, the orders of the Mayor <br /> shall be immediately effective; provided further that in no case <br /> of the temporary closure of a street for repairs shall damages be . <br /> awarded adjacent property owners provided that repairs are completed <br /> within a reasonable time . <br /> -10- <br />
