Section 89-A. 46 .14 . 305 City, Council - Authority . a: The City Council of the City of Everett may, by ordinance, ' . after study and report by the City Engineer and recommend- ations by the Mayor: Designate any city streets or alleys for one-way traffic; Designate a street as an arterial street Close or authorize closure , of any street or portion thereof to any or all traffic, on a permanent basis . b. The City Council of the City of Everett may , by resolution, after study and report by the City Engineer and recommend- ation by the Mayor: Establish parking meter zones , and prescribe the maximum lengths of time for which vehicles may park in the parking meter zone; Designate street or alley areas where stopping, standings , or parking shall be regulated, restricted, or prohibited. Alter the speed limit on any street from the limits established in Section 46 .61 . 400 . Establish bus and taxi zones which shall be appropriately marked and maintained and shall be subject to the restrictions and provisions of this title relating to such zones . Establish funeral zones along the curb in any street adjacent to funeral parlors or churches for the purpose of relieving the congestion of traffic attendant to funeral services . Establish along the curb in any street near the municipal building, the fire stations , other city buildings and installations and at such other places as may be reasonable necessary, restricted parking zones for the purpose of facilitating the work of the police, fire and other departments of the city . Designate any streets , parts of streets , or specific lanes thereon upon which vehicular traffic may proceed in one direction during a given period of time and the opposite direction during another period of the day on a permanent basis . Section 90 . 46 . 14 . 310 Closing of streets or sidewalks by City Engineer. Whenever the condition of any city street or sidewalk, or any portion of either a street or sidewalk, either newly constructed, repaired or improved, or of prior construction, or any part thereof is such that its use or continued use by vehicles will greatly damage such street, or sidewalk or portion of either, the city engineer is authorized to close such street, or sidewalk, or portion of either to travel by all vehicles , or pedestrians, or to any class of vehicles for such period as the city engineer shall determine: Provided, that before any street is closed to vehicles or any class of vehicles under this Title, a notice of the date on and after which the street or any part thereof shall be closed, and the period of such closing, and whether it shall be closed to all vehicles or to vehicles of a particular class or classes , shall be published in one issue of a newspaper printed and published in the City of Everett; and a like notice shall be posted on or prior to the date of publication of such notice, in a conspicuous place at each end of the street or part of said street to be closed; provided, that no such street shall be closed sooner than three days after the publication and posting of the notice herein provided for: Provided, however, in cases of emergency, the Mayor may , without publication or delay, close streets temporarily by causing notices to be posted at each end of , and at, all cross streets and all streets leading into, or out from, any street to be temporarily closed. In all emergency cases as herein provided, the orders of the Mayor shall be immediately effective; provided further that in no case of the temporary closure of a street for repairs shall damages be . awarded adjacent property owners provided that repairs are completed within a reasonable time . -10-
