To establish school crossings at locations in the vicinity of <br /> ' Schools where routes to be followed,. by gchool children have been ,, <br /> selected by proper authority . <br /> To determine and designate those intersections at which right <br /> or left turns shall be restricted during certain hours of the <br /> day or prohibited at all times ; <br /> To establish danger zones ; <br /> To determine the location of and establish loading zones where <br /> practicable , when upon investigation it appears that there are <br /> no alley entrances or other similar means of approach to buildings <br /> or property and that congested traffic conditions require such <br /> zones for the purpose of loading or unloading commercial or <br /> noncommercial vehicles of merchandise or passengers within the <br /> block in which the zones may be established, and in each case <br /> to fix the hours during which such zones shall be maintained <br /> open for the purpose for which the same are intended; <br /> To determine the location of and establish truck loading zones <br /> where practicable, when upon investigation it appears that there <br /> are no alley entrances or other similar means of approach to <br /> buildings or property and that congested traffic conditions <br /> require such zones for the purpose of loading or unloading <br /> commercial vehicles within the block in which the zones may <br /> be established, and in each case to fix the hours during which <br /> such zones shall be maintained open for the purpose for which <br /> the same are intended; <br /> To determine the location of and establish passenger loading <br /> zones and in each case to fix the hours during which such <br /> zones shall be maintained open for the purpose for which the <br /> same are intended; <br /> To determine the location of and establish school bus loading <br /> zones and in each case to fix the hours during which such zones <br /> shall be maintained open for the purpose for which the same are <br /> intended; <br /> To designate the parking space adjacent to each parking meter <br /> for which such meter is to be used by appropriate markings upon <br /> the pavement and/or the curb of the street; <br /> To post appropriate signs making it unlawful for pedestrians <br /> to cross streets in certain crosswalks when such crossing would <br /> endanger either pedestrian or vehicular traffic using the street; <br /> To establish no passing zones ; <br /> To authorize the installation of those traffic control measures <br /> described in this code which are not specifically the responsi- <br /> bility of the mayor or the City Council; <br /> Section 89 . 46 .14 . 300 Mayor - Authority . The mayor is hereby <br /> authorized: <br /> To close , or authorize closure, of any street or portion thereof <br /> to any or all traffic pursuant to provisions of this code on an <br /> emergency or temporary basis ; <br /> To authorize and install or contract for the installation of <br /> those traffic control measures described in this code which are <br /> not specifically the responsibility of the City Council; <br /> To authorize the installation of traffic signals afer study <br /> and report by the City Engineer; <br /> To designate any streets , parts of streets , or specific lanes <br /> thereon upon which vehicular traffic shall proceed in one direction <br /> during a given period and in the opposite direction during another <br /> period of the day after study and report by the City Engineer on <br /> an emergency or temporary basis ; <br /> To designate a street as a part of the truck system after study <br /> and report by the City Engineer. <br /> -9- <br />
