• • Section ?8 . Statute adopted: _ The following statute is hereby , � 'acro?ted by ;reference. „ RCW 46 . 04. 370 Operator or driver. Section 29. 46 . 04 . 371 Owner. "Owner" means a person who holds a title of ownership of a vehicle, or in the event the vehicle is subject to an agreement for the conditional sale or lease thereof with a right of purchase upon performance of the conditions stated in the agreement and with immediate right of possession vested in the conditional vendee or lessee, or in the event the vehicle is subject to an agreement by which a security interest in the vehicle is retained by the vendor or lessor, or in the event a mortgagor of a vehicle is entitled to possession , then any such conditional vendee or lessee , or mortgagor having a lawful right of possession or use and control for a period of ten or more successive days . Section 30. 46 . 04 . 373 Parade. The term "parade" shall mean any parade, march, ceremony, show, exhibition, pageant or procession of any kind, or any similar display in or upon any street, park or other public place in the city. Section 31. 46 . 04 . 374 Parade Permit. The term "Parade permit" shall mean a permit as required by Section 46 . 61. 710 , City of Everett code. Section 32 . 46. 04 . 376 Park or Parking. "Park or parking" means the standing of a vehicle , whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passenger. Section 33. 46 . 04 . 377 Parking meter. The words "Parking meter" shall mean and include any mechanical device or meter not inconsistent with this TITLE placed or erected for the regulation of parking by authority of this TITLE. Each parking meter installed shall indicate by proper legend the legal parking time established by the City and when operated shall at all times indicate the balance of legal parking time, and at the expiration of such period shall indicate illegal or overtime parking. Section 34 . 46 . 04 . 378 Parking Meter Space. Parking meter space shall mean any space within a parking meter zone, adjacent to a parking meter and which is duly designated for the parking of a single vehicle by lines painted or otherwise durably marked on the curb or on the surface of the street adjacent to or adjoining the parking meters. Section 35 . 46 . 04 . 379 Parking Meter Zone. "Parking meter zone" shall mean and include any restricted street upon which parking meters are installed and in operation. Section 36 . Statute adopted. The following statute is hereby adopted by reference. RCW 46 . 04. 382 Passenger car Section 37 . 46 . 04. 383 Passenger loading zone. "Passenger loading zone" means a designated portion of the street reserved for the exclusive use of vehicles during the loading or unloading of passengers. Section 38 . Statutes adopted.
