cooperate with the city traffic engineer and other officers of the, city, in the administration of this traffic ordinance and ' in developing ways and means to imprbvd traffic conditions , ' and to carry but those duties specially imposed upon said department by this ordinance and the traffic ordinances of this city: Provided, that in the event of a fire or other emergency, such officers and officers of the Fire Department and their designees may direct traffic as conditions may require, notwithstanding the provisions of this title, and may, when necessary, divert or exclude all such traffic from any street, avenue, or public highway within the City of Everett. Section 85 . 46 . 14 . 100 Traffic Engineering Division Established. There is hereby established a Traffic Engineering Division of the Engineering Department which shall be under the control of a competent traffic engineer and which shall consist of such other employees as may be deemed necessary . Section 86 . 46 . 14 .120 Traffic Engineer -- Authority . The Traffic Engineer, is hereby authorized: To authorize the installation and maintenance of a stop sign on each and every street intersecting the arterial street system unless traffic at any such intersection is controlled at all times by traffic signals, or unless the intersecting street is a one-way street designated for travel away from the arterial street: Provided, that when the findings of a traffic engineering study show that the condition of an intersection is such that vehicles may safely enter the arterial street without stopping, the traffic engineer may authorize the installation and maintenance of a "Yield" sign; To determine and designate intersections where particular hazard exists upon other then arterial streets and to determine: a. Whether vehicles shall stop at one or more entrances to any such intersection in which event he shall cause to be erected a stop sign at every such place where a stop is required, or b. Whether vehicles shall yield the right of way to vehicles on a different street in which event he shall cause to be erected a yield sign at every place where obedience thereto is required; To authorize the installation and maintenance of stop or yield signs at intersections on the arterial street system where it is determined by a traffic engineering study that preferential right of way should be assigned to one of the arterial streets at all times ; To authorize the installation and maintenance of traffic control signs , signals , paint lines , markings , channelization, and other devices when and as required under the traffic ordinances of this city to make effective the provisions of said ordinances , and to authorize the installation and maintenance of such additional traffic control devices as he may deem necessary to regulate traffic under the traffic ordinances of this city or under state law, or to guide or warn traffic; To regulate the timing of traffic signals so as to permit the move- ment of traffic in an orderly and safe manner; To issue permits for the operation of all heavy and wide equipment through the streets of the city; To determine and designate places not exceeding 100 feet in length in which the stopping, standing, or parking of vehicles would in his opinion create an especially hazardous condition or would cause unusual delay to traffic; To establish safety zones of such kind and character and at such places as he may deem necessary for protection of pedestrians . To establish marked crosswalks where deemed necessary to protect pedestrians; -8-
