cooperate with the city traffic engineer and other officers of <br /> the, city, in the administration of this traffic ordinance and <br /> ' in developing ways and means to imprbvd traffic conditions , ' and to <br /> carry but those duties specially imposed upon said department by <br /> this ordinance and the traffic ordinances of this city: Provided, <br /> that in the event of a fire or other emergency, such officers and <br /> officers of the Fire Department and their designees may direct <br /> traffic as conditions may require, notwithstanding the provisions <br /> of this title, and may, when necessary, divert or exclude all such <br /> traffic from any street, avenue, or public highway within the City <br /> of Everett. <br /> Section 85 . 46 . 14 . 100 Traffic Engineering Division Established. <br /> There is hereby established a Traffic Engineering Division of <br /> the Engineering Department which shall be under the control of a <br /> competent traffic engineer and which shall consist of such other <br /> employees as may be deemed necessary . <br /> Section 86 . 46 . 14 .120 Traffic Engineer -- Authority . The <br /> Traffic Engineer, is hereby authorized: <br /> To authorize the installation and maintenance of a stop sign on <br /> each and every street intersecting the arterial street system unless <br /> traffic at any such intersection is controlled at all times by <br /> traffic signals, or unless the intersecting street is a one-way <br /> street designated for travel away from the arterial street: Provided, <br /> that when the findings of a traffic engineering study show that the <br /> condition of an intersection is such that vehicles may safely enter <br /> the arterial street without stopping, the traffic engineer may <br /> authorize the installation and maintenance of a "Yield" sign; <br /> To determine and designate intersections where particular hazard <br /> exists upon other then arterial streets and to determine: <br /> a. Whether vehicles shall stop at one or more entrances to <br /> any such intersection in which event he shall cause to be <br /> erected a stop sign at every such place where a stop is <br /> required, or <br /> b. Whether vehicles shall yield the right of way to vehicles <br /> on a different street in which event he shall cause to be <br /> erected a yield sign at every place where obedience thereto <br /> is required; <br /> To authorize the installation and maintenance of stop or yield signs <br /> at intersections on the arterial street system where it is determined <br /> by a traffic engineering study that preferential right of way should <br /> be assigned to one of the arterial streets at all times ; <br /> To authorize the installation and maintenance of traffic control <br /> signs , signals , paint lines , markings , channelization, and other <br /> devices when and as required under the traffic ordinances of this <br /> city to make effective the provisions of said ordinances , and to <br /> authorize the installation and maintenance of such additional <br /> traffic control devices as he may deem necessary to regulate traffic <br /> under the traffic ordinances of this city or under state law, or <br /> to guide or warn traffic; <br /> To regulate the timing of traffic signals so as to permit the move- <br /> ment of traffic in an orderly and safe manner; <br /> To issue permits for the operation of all heavy and wide equipment <br /> through the streets of the city; <br /> To determine and designate places not exceeding 100 feet in length <br /> in which the stopping, standing, or parking of vehicles would in <br /> his opinion create an especially hazardous condition or would cause <br /> unusual delay to traffic; <br /> To establish safety zones of such kind and character and at such <br /> places as he may deem necessary for protection of pedestrians . <br /> To establish marked crosswalks where deemed necessary to <br /> protect pedestrians; <br /> -8- <br />
